While youth in this geographically, economically, culturally, and politically diverse region are often spoken about as one big homogenous entity, they are incredibly diverse and have a variety of concerns ranging from health to employment to quality education. Indigenous youth have often not been included in mainstream youth development, though they receive support through community organisations supporting the efforts of indigenous people. These organizations are important platforms for youth, including those who are traditionally marginalized, to voice their concerns and work with other likeminded people. At the same time, however, the **youth were not given a specific platform to voice the concerns of the issues they face as a group within the indigenous communities**. Thus, the issues that they raise are not being heard by the government or the general public. UNESCO partnered with the Asia Indigenous Peoples Pact to establish the Asia Indigenous Youth Platform. This mechanisms enables indigenous youth to work together to identify common concerns and jointly develop actions to address these. The issues identified by the AIYP include loss of culture, access to education and health, livelihoods and indigenous rights. In 2020 the AIYP established a small grants program to assist indigenous youth to take actions to support their communities through the COVID-19 pandemic. This successful campaign illustrates the benefits of joint action and has let to the establishment of a Strategic Work Plan that will guide the platform actions in 2022-2023. **SCOPE OF THE ASSIGNMENT** --------------------------- **SCOPE OF THE ASSIGNMENT** Under the overall authority of the Director of UNESCO Bangkok, the supervision of the Regional Adviser for Social and Human Sciences, and in consultation with AIPP and the AIYP, the Contractor shall provide technical support to the AIYP to implement the Strategic Work Plan including: 1. Provide technical support to UNESCO and AIPP in the implementation of the Asia Indigenous Youth Platform Strategic Workplan and related projects, including providing mentoring to indigenous youth leaders (AIYP Executive, AIYP Fellows and AIYP project committees), assistance in planning and implementing activities and events and strengthening the governance of the Platform. 2. Promote the use of Platform as a way to engage indigenous youth in the 2030 agenda and community development. 3. In close cooperation with UNESCO and AIPP identify and develop partnerships to further extend the reach of the Asia Indigenous Youth Platform, develop funding proposals to generate addition resources to support AIYP activities. 4. In line with UNESCO’s overall inclusion and gender mainstreaming strategy, the Contractor/Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. An inclusion lens should be taken to ensure youth with disabilities are included. UNESCO and AIPP will provide feedback to each deliverable submitted and hold regular meetings to discuss progress and next steps.
