Duties and Responsibilities

The ESCAP secretariat (Transport Division) is implementing a project on Strengthening Capacity of ESCAP Member States to Implement Low Carbon and Resilient Transport Action Plans in Asia and the Pacific. The objective of this project is to strengthen the capacity of countries in Asia and the Pacific to implement low carbon and resilient transport action plans to accelerate climate action through transport. This project responds to the requests of ESCAP member States by focusing on the closing of technical, institutional and financial gaps in the transition to low or zero carbon transport. This project will support four countries in Asia and the Pacific, namely, Fiji, Indonesia, Pakistan, and Tajikistan to implement low carbon and resilient transport strategies, policies or roadmaps, while determining their transport targets and implementation timelines for their respective Nationally Determined Contributions (NDCs). The implementation action plan developed for each target country will also reflect the nexus of transport, gender and climate change, where gender equality will be considered in policies pertaining to women as transport users, workers and decision makers. The specific scope of the implementation action plan for each target country will be jointly developed with the countries based on their current NDCs and low carbon and resilient transport policy priorities. The project in Indonesia will focus particularly on the development of a costed implementation plan on transport related measures included in Indonesia’s NDC 3.0 and a national transport adaptation plan. The national transport adaptation plan will complement the existing National Adaptation Plan of Indonesia. Over the next six months, the development of the national transport adaptation plan will involve extensive stakeholder consultations, detailed sectoral analysis, and collaborative drafting to ensure the national transport adaptation plan is nationally owned and technically robust. The ultimate objective is to produce a practical, actionable document that will identify resilient transport infrastructure gaps, guide public and private investment, attract international climate finance, and accelerate on-the-ground implementation. This consultancy will provide essential technical expertise to support this critical national undertaking, ensuring the national transport adaptation plan effectively identifies Indonesia’s climate and transport adaptation needs and a pathway to resilient transport development. Over the course of the implementation of the project, the national consultant for Indonesia is expected to collaborate, communicate and consult effectively with ESCAP and relevant ministries, departments or city authorities in Indonesia and other collaborating organizations and individuals. Under the guidance of the ESCAP team and working closely with the Ministry of Transportation of Indonesia, the national consultant will undertake the following tasks: a) Inception and Planning: Review transport sector policies and prepare an inception report with methodology, workplan, and stakeholder approach. b) Transport Sector Baseline Assessment: Analyze key transport systems, assets, and critical corridors, including institutional and regulatory context. c) Climate Risk and Vulnerability Assessment: Identify major climate hazards and assess vulnerability of transport infrastructure and services; prioritize high-risk assets. d) Gap Analysis: Identify gaps in current transport planning, design standards, maintenance practices, and institutional capacity for resilience. e) Stakeholder Consultations: Engage transport authorities, operators, and relevant stakeholders to validate risks and identify feasible adaptation measures. Actively participate in and provide technical inputs to all project workshops, technical working group meetings, public consultations, and Technical Advisory Group meetings led by ESCAP. If necessary, the consultant may undertake limited duty travel to other locations within Indonesia for consultations or data collection related to sectoral analysis or stakeholder engagement. Any authorized travel will be reimbursed according to ESCAP travel policies. f) Adaptation Options and Prioritization: Develop and prioritize transport-specific adaptation measures based on risk reduction, feasibility, and cost considerations. g) Adaptation Plan Development: Prepare a transport adaptation action plan with priority measures, timelines, and responsible agencies, including institutional arrangements, financing considerations, and a framework for monitoring and reporting progress building upon tasks a) – f).
