Scope of Work: As the largest single vaccine buyer in the world, UNICEF has a unique and longstanding expertise in procurement and logistics to help children in need. UNICEF procures more than 2 billion doses of vaccines annually for routine immunization and outbreak response on behalf of nearly 100 countries.

Through the Markets, Supply & Financing Centre (MSFC), UNICEF Supply Division seeks to positively influence the market dynamics to ensure commodities are fit for purpose, available, affordable, and produced by a competitive supply base, as well as to encourage product innovation of essential commodities to meet the changing needs of children in the SDG era. While MSFC will coordinate the efforts of influencing markets across UNICEF Supply Division’s different procurement centres and units, with each procurement centre playing a critical role in identifying and defining the procurement approaches required, MSFC will assist and facilitate this body of work with strategy design/review, market research, analysis, supplier financing, communication, leveraging partnerships, and promoting market information transparency.

As part of its broader commitments to information transparency and recognizing that the free flow of information and correcting information asymmetry is critical to underpin an efficient COVID-19 vaccine market, UNICEF published in November 2020 the COVID-19 Vaccine Market Dashboard, the go-to public resource for the latest information on the world’s COVID-19 vaccine market and the COVAX Facility’s vaccine deliveries, which have received +700,000 unique page views since its launch.

Taking the experience from the development of UNICEF’s COVID-19 Vaccine Market Dashboard, MSFC continues on its efforts to foster market information transparency in the health space, in particular for Immunization markets. UNICEF is the largest procurer of vaccines worldwide – in 2022 alone, UNICEF procured $3.736 billion USD on vaccines/biologicals, and $149 million USD on pharmaceuticals. In this line, MSFC is looking for a consultant to support efforts in gathering market intelligence and translating it into information tools, for vaccines markets on diseases that affect children, adolescents and their families, in order to support UNICEF Supply Division’s efforts to ensure equitable access to vaccines worldwide.

Main Duties/Responsibilities: Development and administration of MS Power BI dashboards

  • Support in maintenance of existing MS Power BI dashboard
  • Improvement of data infrastructure for existing MS Power BI dashboard
  • Development and administration of future MS Power BI market dashboards

Generate relevant market intelligence

  • Connect data sources, import, and transform data for market intelligence.
  • Translate data into informative visuals and reports.
  • Perform ad-hoc data analysis. Given the request, this will include identifying the best way forward and methodology, collecting the information from identified sources (which may include ERP systems, existing dashboards, and external sources), organizing the information, performing the analysis, and presenting it in the most suitable format and platform.
  • With the ability to properly understand the business requirements, the consultant will conceptualize, develop, and implement business process and solutions that can result in relevant market intelligence, and improved data monitoring and/or reporting

Ensure reliable master data quality

  • Ensure master data is reliable and up to date.
  • The consultant will take an active role in monitoring the dashboards, and if/when needed, reach out to relevant stakeholders to implement preventive and corrective actions to ensure data quality.
  • Perform and automate a rigours data quality assurance processes to ensure data quality and completeness.

Provide documentation and training

  • The consultant shall provide all needed documentation related to reports/dashboards and design development as needed such as: data model diagrams, main query logic, etc. The consultant is expected to provide colleagues with initial training and documentation on the maintenance of the BI analytics dashboard, including data sources and data models.

How can you make a difference?

Development and administration of MS Power BI dashboards. 7 days/month or 90 days for the Consultancy period.

  1. Administration of existing C19 Power BI dashboard. It includes ensuring daily operation of the dashboard, spotting technical / data errors and ensuring corrective actions are taken, and ensuring underlying data is refreshed as planned.
  2. Respond to C19 Power BI dashboard queries (data extracts and reports) on a weekly and monthly basis.
  3. Attend weekly MSFC meetings, as well as other recurrent meeting with data service providers.
  4. Development of new Power BI dashboard. It includes connecting to data sources, creating tables and data connections, creation of frames and visualizations, and overall administration of the Power BI dashboard (including operation and maintenance).
  5. Respond to new Power BI dashboard queries (data extracts and reports).

    Generate relevant market intelligence. 11 days/month or 140 days for the Consultancy period.

  6. Implement media monitoring tool, create and maintain searches for four vaccine markets.

  7. Perform market research for a comprehensive overview of two vaccines markets (to be defined by SD, VC and MSFC management).
  8. Maintain information on four vaccine markets up to date, from the following main sources 1) desk research, 2) media monitoring 3) internal sources.
  9. Update and maintain the dashboards traffic report.

    Reliable master data quality. 3 days/month or 40 days for the Consultancy period.

  10. Quality assure data from exported searches from media monitoring tool on a bi-weekly basis.

  11. Perform benchmarks of information on a monthly basis to ensure data is as comprehensive as possible.

    Provide documentation and training. One-off request at the end of the Consultancy.

  12. Ensure relevant documentation is in place, and provide a final report with all relevant data/materials/outputs produced during the assignment

The consultant will interact with UNICEF staff to receive any clarifications and guidance that may be needed. The consultant may also engage with external service providers to request inputs needed to develop the required deliverables. On a weekly basis, the consultant’s work will be coordinated with the Market Research Officer. Each deliverable will be delivered in draft for comments and feedback before finalization.

The Consultant will duly inform UNICEF of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNICEF in electronic form (*.pbix, *.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNICEF).

1 trip to Copenhagen over the consultancy period (3 days) - estimate for the trip as well.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s Degree) in Information Systems Management, Data Science, Statistics, Engineering, Economics, or other relevant filed is required.
  • A relevant first level university degree in the above areas combined with 5 years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of two (2) years professional work experience with proficiency in use of data processing, data warehouse, data reporting, data visualization, data analysis, business intelligence, and performance monitoring is required.

Required experience/qualifications: Systems competent, preferable with knowledge of SAP, data warehousing, SQL and able to use the MS standard computer software Strong skillset in MS Power BI and knowledge of DAX Strong skillset in Excel, including complex formulas and pivot tables Good presentation skills and experience with communicating analysis results visually and in writing Good knowledge of planning and/or project management principles and practices

Desired experience/qualifications: A high level of attention to detail Proven ability to work independently Knowledge and experience in market research and/or market data analysis is considered an asset

Languages: Fluency and excellent writing skills in English are essential Proficiency in another UN official language is an asset

EVALUATION CRITERIA: Qualified candidates are requested to submit: 1. Cover letter/application 2. Financial quote for the consultancy which must include: the total consultancy fee (broken down into deliverable rate in US Dollars and number of consultancy days), travel costs (if applicable, considering one trip to Copenhagen for three full working days, with details of the economy class ticket price) and administrative fees (if applicable, broken down into the separate categories of costs like internet, phone etc). The fees should be inclusive of all taxes. 3. CV or P 11 form (which can be downloaded from our website) 4. At least 3 reference contacts from previous supervisors 5. Additionally provided samples of previous work in past roles will be considered an asset (such as publications, dashboards)

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e. achieving the desired outcome at the lowest possible fee. Please note that consultants are responsible for assuming costs for obtaining visas and travel insurance.

Candidates will be evaluated by the following criteria:

Financial Proposal (30 points)

Total estimated cost of contract (considering the provided lump sum, travel costs, and other administrative costs)

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial proposal] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposals obtaining the overall cumulatively highest scores after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offers.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
