You have:

  • A minimum of 2 years of experience working in network administration and network security roles in a Data Center/Information Technology Center that supports at least 1,000 users/devices.
  • In-depth knowledge and hands-on experience in Local Area Networks (LAN), Wide Area Networks (WAN), Wireless LAN (WLAN), Virtual Private Networks (VPN), dynamic routing protocols, and IEEE 802.1x network technologies.
  • Proficient in DNS, DWDM, DHCP, NAT, BGP, OSPF, VRF, MPLS, Cisco VSS-VPC, and HP IRF.
  • Practical experience in managing a variety of firewall systems, including Check Point, Palo Alto, Cisco Firepower, and FortiGate.
  • Experience in managing load balancing systems.
  • Skilled in the design, planning, and integration of network architectures.
  • Hands-on experience with IPSEC and SSL VPN solutions, including design, deployment, business continuity, and troubleshooting.
  • Experienced in enterprise wireless network management and security.
  • Basic knowledge of Network Detection and Response (NDR) solutions aimed at monitoring traffic and identifying/responding to potential threats.
  • Experience using network analysis tools for managing network infrastructure and performance monitoring.
  • Practical field experience in network architecture, device security, and network access control systems.
  • Sufficient expertise to manage large-scale intranet networks.
  • Knowledge and experience in information security processes, business continuity, risk analysis, and risk management.
  • Skilled in preparing technical specifications and documentation.

Contract

This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

IOM Türkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Türkiye supports developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

Important: Although the system displays ‘Required Experience: 7 years’, please disregard this. The actual requirement for this position is 2 years of relevant experience.

Under the overall supervision of the National Project Officer and the direct supervision of the Senior ICT Associate, the successful candidate will be responsible and accountable for providing the necessary frontend development support and guidance to Presidency of Migration Management office located in Ankara.

• Design and maintain the network systems for YIMER, Migration Portal (Göç Portal) and Migration Mobile app. • Designing, implementing, and maintaining complex network infrastructure to ensure robust, secure, and scalable connectivity. • Monitoring network performance, identifying potential bottlenecks, and proactively resolving issues to minimize downtime. • Managing firewalls, VPNs, and other security measures to protect sensitive data and maintain compliance with organizational policies. • Coordinating network upgrades, migrations, and expansions with minimal disruption to ongoing operations. • Establishing and enforcing network usage policies and protocols for all users. • Providing technical support and training to staff members on network-related issues. • Documenting network architecture, configurations, and changes for future reference and audits. • Collaborating with external vendors and partners to evaluate and integrate new technologies as needed. • Act as a leading focal point for other IT UNV’s working under Output 4 of the Promoting Sustainable and Socially Inclusive Labour Market Integration Project. • Perform such other related duties as may be assigned.

The UN Volunteer might be expected to submit a brief report to IOM after each implementation. The reporting and deliverables language shall be Turkish. All information shall be provided in electronic versions in Word and PDF format. The UNV shall be solely liable for the accuracy and reliability of the data/information provided and links to sources of information used. If translations to other languages are required, IOM will coordinate the translation of the outputs into relevant languages.

Monitoring and Support (10%): •Performance monitoring, •System optimization, •Support and maintenance.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address; • Access to shared host entity corporate knowledge, training and learning; • Inclusion of the volunteer in emergency procedures such as evacuations; • Leave management; • DSA for official travel, when applicable; • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer (UNV); • Investigate misconduct: sharing reports with the UNV; • Provide emergency assistance, e.g. the death of volunteer or medical evacuation, in collaboration with UNV. Accept letters of guarantees or potential liabilities for covering medical costs not claimable under medical insurance in extraordinary situations (e.g. isolation facilities` services during pandemics).

Summary of National UN Volunteer Expert Entitlements (paid in local currency): • Current Monthly Living Allowance (MLA) is USD 2,260 (Paid in Turkish Lira) • Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per the UN’s diplomatic mission status, it is not included in the National Security Institution’s (SGK) system but can only be initiated on a private basis by UN Volunteers. • Entry allowance (one-time payment): USD 400 (Paid in Turkish Lira) • Exit allowance: USD 134 per month and upon the satisfactory completion of assignment (Paid in Turkish Lira) • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and UN & UNV network

The UN Volunteer will be based in Ankara and responsible for arranging her/his own housing and other living essentials.
