Duties and Responsibilities

The Consultant’s work will be undertaken under the direct supervision of the Senior Advisor Natural Resources in the Office of the Deputy Special Representative for Protection and Operations (O/DSRSG-P|O) and under the strategic guidance of the Chief of Office and the Deputy DSRSG. The NRS is responsible for integrating the issue of conflict-related illegal exploitation of natural resources in the work of MONUSCO, in line with UN Security Council Resolutions 2666 (2022, on the mandate of MONUSCO), 2688 (2022, renewing the sanctions regime and arms embargo)and the Secretary-General’s Report on Options for adapting the configuration of MONUSCO (S/2023/574). The NRS will be specifically responsible for the following duties and responsibilities: • Gather intelligence on individuals and entities involved in illegal exploitation of natural resources supporting armed groups or criminal networks • Gather intelligence on cross border smuggling of such natural resources. • Provide in-depth analysis of natural resources related conflict dynamics • Develop and implement, in close coordination with the O/DSRSG-P|O’s Protection of Civilians team and the Field Offices, natural resources related components of local protection plans • Work on implementation of the Natural Resources Unit’s Work Plan • Ensure coordination between MONUSCO and relevant stakeholders in the industrial and artisanal mining sector • Produce periodic reports and analysis of conflict-related illegal exploitation of natural resources in the DRC • Undertake other tasks as directed by the Senior Advisor Natural Resources.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in Political Science, International Relations, International Law or International Cooperation, Development Policy or other relevant discipline with minimum of 5 years of relevant experience.

OR

A first level university degree (bachelor’s degree or equivalent) ) in Political Science, International Relations, International Law or International Cooperation, Development Policy or other relevant discipline with minimum of 7 years of relevant working experience or military experience (or relevant Police Experience) at the Senior NCO (Non-Commissioned Officer) OR Officer level (or equivalent) with a minimum of 11 years of relevant experience may be accepted in lieu of the advanced university degree requirement. A minimum of 5 years of professional experience in at least one of the following areas; policy advice or planning, conflict analysis, conflict mapping, intelligence gathering and analysis, natural resources management and governance is required. A minimum of 3 years of progressive experience of analysing criminal networks involved in illegal exploitation of natural resources and drafting of high level reports is required. • A minimum of 3 years of relevant experience in the development of partnerships or coordination of high-level engagements with multiple organizations or stakeholders is required. Experience working in conflict and post conflict stabilization environments is required. A minimum of 2 years of progressive experience in the development and implementation of projects related to mining governance in Eastern DR Congo is highly desired. Experience in international peacekeeping or military operations in peacekeeping operations is desired. Experience with UN policies and procedures is desired.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English and French (both oral and written) is required.
