National WASH consultant to support the planning, implementation, supervision of UNICEF supported WASH program interventions in Ad Damazine, Sudan (11 months)

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the guidance and supervision of the Blue Nile WASH Officer, the consultant will support the planning, implementation, supervision, monitoring and reporting of UNICEF supported WASH program interventions in Blue Nile, Sennar and White Nile Sates by working closely with the relevant state government ministries and departments and NGO implementing partners. The consultants will focus more on emergency responses specifically flood, drought, armed conflicts and disease outbreaks

Specific Tasks

1- Support the implementation of the joint GoS-UNICEF workplan activities to achieve the planned targets for 2021.

2- Support different WASH emergency responses with more focus on floods, intercommunal conflict and epidemic response including COVID-19 response in the three states through technical support to implementing partners on the emergency preparedness, coordination, implementation, capacity building of UNICEF implementing partners and monitoring of UNICEF supported activities.

3- Support SMoH and the State Water Corporation (SWC) in the implementation of State ODF road map and the SDG-6 plan through the following:

a) Technical support to SMOH -Sanitation unit staff and WES staff and locality level to implement ODF Road Map and SDG 6 plan.

b) Support the organization and coordination for the consultative and validation workshops in the state such as institutional Capacity assessment, launching of state ODF roadmap.

c) Support MoH, SWC/WES & other agencies in the successful application of Community approaches such as CLTS (Community Led Total Sanitation) and CMOM (Community Management of Operation & Maintenance) in the implementation of WASH interventions.

4- Participate in WASH-related meetings, coordination forums, committees, joint assessments and any other meetings as required by the Field Office.

5- Undertake field monitoring of WASH interventions in the state/localities covering water supply, sanitation, hygiene and WASH in schools and health centers and recommend corrective measures as required

6- Assist the WASH PO in assessing the capacity building needs for WES, SMoH and NGO partners at state and locality level and design needed support including the conduct of trainings to build partners’ capacity on water, sanitation, and hygiene promotion.

7- Follow up with WES and PCAs partners the construction and rehabilitation of water supplies in both emergency and development areas.

8- Follow up with SMOH and PCAs partners the implementation of sanitation and hygiene activities in emergency affected areas including institutions (schools, HFS, CFSs).

9- Assist WASH PO on the management of UNICEF WASH supplies that are stored and kept at government warehouses and the stores of PCA/SSFA partners

10- Support the Field Office in the identification of human-interest stories or voices from the field demonstrating the impact on the vulnerable population. Also identify and draft case studies documenting success/ failure of WASH interventions, as part of learning for the WASH sector.

11- Develop and share final evaluation report along with required action points and areas of improvements.

Expected Deliverables

1- Monthly report should include progress update against RWP mainly on CLTS implementation construction/rehabilitation of water supplies including the monthly progress update on output indicators for the three states.

2- Work closely with UNICEF WASH PO and IPs to achieve the following:

- Assist in identifying the hotspot areas and assist on developing of EPRP and ensure the availability and pre-positioning of emergency supplies in the remote areas before the rainy season.

-Follow up the implementation of activities in emergency affected areas.

-Coordinate with other WASH sector partners the response.

-Provide regular update to UNICEF WASH PO through close monitoring and reporting and ensure timely response to floods affected and epidemics affected areas.

3- Update state ODF Road Map and SDG-6 plan

-progress updates on number of communities (developmental and emergency contexts) reaching certified ODF status using CLTS approach.

4- Attend the WSH Sector coordination meetings and share the minutes with WASH PO and follow up the action point with WASH sector partners. Prepare and provide the assessment reports immediately upon the completion of any assessment surveys and follow up with WASH PO the implementation of action points.

5- Field monitoring reports submitted after each trip and the corrective measures are discussed with WASH PO to take action on them

6- Under the supervision of WASH PO, share the capacity building needs report and organize the essential trainings for building the capacity of the WASH sector partners.

7- Provide regular progress update on the status of the construction and rehabilitation of water supplies in the targeted areas.

8- Provide regular progress update on the status of the construction and rehabilitation of sanitation facilities and hygiene promotion activities in the emergency areas.

9- Conduct regular monitoring visits to monitor UNICEF supplies at IPs warehouse and conduct inventory and obtain and share the stock balance report with WASH PO showing the status of the supplies including the expiry date and warehouse condition.

10- At least 2 Human Interest Stories and 1 case study per quarter

11- Develop and share final evaluation report

To qualify as an advocate for every child you will have…

• First university degree or an advanced university degree (Master’s or higher) in Civil Engineering, Water Supply and Sanitation Engineering, Environmental Engineering, Water Resources Management, Public Health or other specialist field related to WASH is required.

• A minimum of Five years of relevant professional experience of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach. Experience in both development programme and humanitarian response an advantage.

  •Demonstrated progressive experience with increasing responsibility focused on community led behavior change and infrastructure development/maintenance approaches such as Community Led Total Sanitation, Rural Water Self Supply, public health concepts, etc. in camps, rural and peri urban areas reducing health risks at household and community levels for affected populations in the areas of WASH.

  • Emergency experience is considered an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
