Technical Focus

Under the overall supervision of the Head of Partnership and Liaison Office in Azerbaijan, the direct technical supervision of the AFAOR and the Lead Technical Officer, the day-to-day supervision by the international team leader (ITL), and in close collaboration with project team, the consultant will be responsible for the following activities:

Tasks and responsibilities

  • Developing projects annual workplans including budget requirements and procurement, HR and travel plans
  • Overall day-to-day coordination of all project activities according to the approved work plan and follow-up of administrative matters including adherence to the budgetary framework and reporting to the donor (to be documented in working progress reports)
  • Enable and support the effective communication between project core team, technical support team and project counterparts, establishing necessary coordination mechanisms (to be documented in working progress reports)
  • Prepare Project Progress Reports (PPRs) and annual Project Implementation Review (PIRs)
  • Participate in the mid-term and final workshops and present project objectives to wide group of stakeholders, taking their inputs into account whenever appropriate (to be documented in working progress reports)
  • Organize Project Steering Committee (PSC) meetings, present project achievements and prepare relevant reports
  • Facilitate missions of the ITL, FAO Technical Officers (TO), Letter of Agreements (LoA) partners and project consultants to Baku through assisting in arranging meetings, and trainings and workshops with/for the stakeholders and beneficiaries (to be documented in working progress reports)
  • Monitor Service contracts and LoAs to ensure timely delivery of the services by service providers (to be documented in working progress reports)
  • Regular visit project field sites, participate and assist in delivery of trainings, plan all follow up actions to implement training results and delivery of field activities (to be documented in BTORs and working progress reports)
  • Support development and delivery of project-related awareness-raising activities, communications, or other materials including print, electronic etc. (to be documented in working progress reports);
  • Organize and facilitate the national trainings, policy workshops and the field visit of advisors from other countries, including participate in the trainings and assist the International Consultant to organize trainings (to be documented in working progress reports)
  • Provide Monitoring and Evaluation (M&E) data to FAOR and ITL to be incorporated to relevant reports to government and donor (to be documented in working progress reports)
  • Other relevant tasks when and as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • An advanced university degree (Master’s degree or equivalent) in relevant field, such as environment, natural resources, biodiversity, and project management.
  • A minimum of 5(five) years’ experience in project management and implementation related to natural resource management.
  • Understanding of international conventions, internationally accepted best practice and relevant agreements on biodiversity, ecosystems services and protected areas.
  • Language proficiency in both written and oral English is required.
  • National of Azerbaijan.

    Technical/Functional Skills

  • Excellent computer skills especially Word, Excel etc.

  • Knowledge or ability of understanding the FAO Guidelines.
  • Strong capabilities in formulating complex scopes of work.
  • Ability to take on assignments that require travel, mission and/or appointment to field locations
