Organizational Setting

FAO office in Sao Tome e Principe supports the country in promoting sustainable forest management and ensuring that the country benefits from social and economic dimensions of forestry and natural resources to lift from poverty and food insecurity. The FAO country office receives immediate technical support from FAO subregional office for Central Africa and from other FAO technical units of RAF and HQ. In the implementation of the activities of the PPG on Ecosystem restoration for enhanced biodiversity, productive landscape and sustainable livelihoods in Sao Tome e Principe a national sustainable financing, value chain and private sector engagement specialist will be recruited.

Reporting Lines

The National sustainable financing, value chain and private sector engagement specialist will be recruited will work under the general supervision of the FAO representative in STP and the direct technical supervision of the Forestry Officer for Central Africa, LTO of the project.

Technical Focus

Forestry, forest finance, value chains, ecosystem restoration, environmental sciences, natural resource management and related field.

Tasks and responsibilities

The National sustainable financing, value chain and private sector engagement specialist will be recruited to perform the following tasks: • Map donor/investors strategies, funding windows and related opportunities for ecosystem restoration in Sao Tome e Principe; • Support the identification and mobilization of co-financing efforts required by GEF, through consultation and partnership development with national, regional and international stakeholders and partners; • Coordinate the works with fundraising efforts to catalyse funding for ecosystem restoration in STP; • Identify different enterprises and private sector initiatives related to restoration in STP; • Analyse national and sub-national context relating to Ecosystem Restoration practices and approaches, with special focus on: Market trends and opportunities that restoration offers; • Conduct value chain mapping and quantify the overall VC to facilitate a better understanding of the nature, dimensions and dynamics of actors involved in restoration in STP as well as linkages and channels from production to consumption; • Identify support services, including current restoration supply structure and rural advisory services such as Farmer Field Schools/Agro-pastoral Field Schools; • Identify systematic constrains for Ecosystem Restoration in STP along the selected value chains; • Identify relevant interventions and operational approaches for the value chain in pursuit of Ecosystem Restoration, while clearly establishing links between VCs and Ecosystem Restauration and land restoration ; • Conduct rapid assessment of capacity development needs for VC implementation (e.g. trainings, workshop, field visit, public awareness campaigns) both for government staff and for potential beneficiaries; • Perform other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements

• University degree in project management, forestry, forest economics, ecosystem restoration, environmental sciences, natural resource management and related field with working experience in this area. • Minimum of 5 year of relevant professional experience in forestry, forest economics value chain, and private sector mobilization and engagement. • Knowledge of (level C) of English or French and limited knowledge (level B) of another FAO language (French, Spanish, Arabic, Chinese, or Russian. • National of Sao Tome e Principe.

• Experience in organizing technical workshops and stakeholder consultations. • Excellent communication and analytical skills. • Knowledge of Portuguese is an asset. • Work experience in forest economics, value chain, ecosystem restoration, environmental management and natural resource management. • Practical experience in organizing technical workshops and stakeholder consultations. • Relevance and extent of experience in communication and collaboration with stakeholders and development partners.
