OBJECTIVES OF THE PROGRAMME

In the context of WHO's 13th General Programme of Work (GPW) and its tribble billion strategy, the post holder will support partnership and resource mobilization activities at country level. Key deliverables include: support the identification and engagement of cooperation partners in the country, support the development of proposed briefing notes for resource mobilization and quality reports, guide partnerships with non-state actors through FENSA, establish document repositories and partner database to support in monitoring partnerships, support the coordination of visibility initiatives and the production of materials, including media, newsletters, etc., in liaison with the communications officer, support the organization of meetings with partners and workshops, keep the Contributor Engagement Management (CEM) system information up to date in liaison with the Administrative Officer.

The post holder will work with colleagues in the country office to ensure that WHO's work and health issues gain visibility with partners, the public, the media, and other key stakeholders. The External Relations and Partnerships Officer will support strengthening the office in resource mobilization, advocacy, and partnerships with all relevant partners, including non-state actors.

The External Relations and Partnership officer will serve as the principal support to the country office in resource mobilization, advocacy, and partnership activities. As a key member of the Planning, Budget and MeE unit in the Country Office, this position will support the management of the coordination, expansion, development and oversight of the country offices' funding and associated partnerships.

DESCRIPTION OF DUTIES

Under the general supervision of the WHO Representative (WR) and the direct supervision of the Programme Manager Officer (PMO), the incumbent will perform the following tasks:

  • Support the development and implementation of an innovative resource mobilization action plan for the Country Office to ensure sustainable financing for the priorities identified in the STP Country Cooperation Strategy and in the biannual workplan.
  • Establish a map of interests and application requirements of the main donors and other sources of funding to the country.
  • Drafts proposals, donor briefings, reports and updates to ensure accurate and timely reporting
  • Contribute to maintain partner relations through innovative approaches (e.g, quarterly partner briefing); while concisely, support clearly and convincingly communicating WHO yearly/biennial strategic direction.
  • Proactively contributes to negotiations for rapid donor agreements.
  • Oversees the overall activities related to mobilization of resources, grants management, funding needs and gaps and the awards process.
  • Liaises with the technical and administrative areas in the Country Office as well as with the Regional Office to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature, including FENSA application.
  • Support to monitor implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements.
  • Work closely with procurement, logistics, HR and technical staff to monitor the overall implementation of projects in the country office.
  • Liaises with coordination UN agencies in the country to support the Country Office participation in system-wide resource mobilization activities and that it effectively engages with staff of Country-Based Pooled Funds to secure funding from those sources.
  • In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about the health sector and WHO's strategies and work to encourage them to fund the overall health sector response to affected populations and to WHO's strategic plans and proposals
  • Performs any other relevant duties, as required by the supervisor.

FUNCTIONAL KNOWLEDGE AND SKILLS

  • External relations, resource mobilization and partnership-building and good understanding of funding modalities, such as government financing, trust funds, and other funding mechanisms involving national governments.
  • WHO/United Nations agency programmes and activities in the country.
  • Strong interpersonal skills, including ability to facilitate collaboration with a broad range of external partners.
  • Proven skills in drafting and finalizing grant/project proposals and donor reports.
  • Excellent oral and written communication skills.

REQUIRED QUALIFICATIONS

Education

Essential: University (bachelor’s) degree in Social Sciences, International Relations, Political Sciences, Communications, marketing, management, accounting, financial management, business, or public administration from an accredited/recognized institute.

Desirable: Specific studies on resource mobilization, partnership building, public health, studies on development and/or humanitarian work. Training in donor intelligence, proposal writing, and general project management.

EXPERIENCE: Essential: At least two years' related experience, at the national or international level, in resource mobilization and external relations. Experience in partnership-building for national and international contexts, ideally, with major public health donors. Documented achievements in resource mobilization activities.

Desirable: Experience in programme/project management

LANGUAGE REQUIREMENT:

Essential: Expert knowledge of English

Desirable: Portuguese, French or Spanish

REMUNERATION WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 50,377 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
