Organizational Setting

Land degradation is a serious threat to ecosystem services and livelihoods in Angola. The GEF-funded project “Sustainable Land Management in target landscapes of Central Angola” GCP/ANG/055/GFF attempts to address this problem with the objective of reversing negative land degradation trends in selected landscapes in Central Angola by combining sustainable and rational approaches to planning, decision-making and land-use management with participatory approaches to build the capacity of local stakeholders. Under Component 2, the project will support the integration of SLM into rational decision-making pertaining to land-use management, both at the municipal/commune level and at the local level (i.e. village/community) through working with municipal and communal authorities, as well as support local communities in practical SLM through Farmer Field Schools. In order to develop local SLM plans, the project will use the methodology Green Negotiated Territorial Development (GreeNTD), a process-oriented socioecological approach to territorial development developed by FAO, or a similar methodology that may be considered preferable to achieve the same objectives.

Reporting Lines

Under the overall managerial administrative leadership of the FAO Representative in Angola and the Head of Programs of FAOAO, the tasks of this position will be executed under the direct supervision of the Chief Technical Advisor (CTA) and the National Program Coordinator (NPC).

Technical Focus

The consultant will undertake different types of activities related to the implementation of a participatory methodology for territorial diagnosis and reaching local agreements for the production of land management plans at local level (such as GreeNTD or a similar methodology if preferable).

Tasks and responsibilities

Based on products of Agro-Ecological Zoning and geospatial data on land degradation prepared by the project, a participatory process of negotiation between local stakeholders leading up to collectively agreed land-use allocation and practical arrangements for SLM will be carried out at community level. Under the methodological guidance of an international expert in participatory land use planning, and with the support of the project’s national agro-ecologists, the national expert in participatory land use planning will be responsible for:

• Prepare the operational plan for the participatory land use planning methodology with a detailed calendar, location and description of the activities to be carried out with the target communities; • Lead and moderate the community sessions that are necessary for the various steps of the selected methodology of participatory land use planning; • Explore the substance, details and the eco-socioeconomic implications of different agreement options with the target communities; • Derive the expected agreements and outputs from these sessions; • Translate the reached agreements into the drafts of the SLM plans; • Translate the reached agreements into visual form with the support of the project’s AEZ Unit; • Draft the SLM plans with the support of the project agro-ecologists and the AEZ Unit; • Deliver by the end of the assignment a report on carried out activities, achievements, obstacles and lessons learnt during the assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in agronomy social sciences, environmental management or natural resource management; • At least 1 year of relevant experience in natural resource management and/or leading participatory or negotiation processes; • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian; • Proficient knowledge of Portuguese. • Nationality of Angola or resident in the country with a regular work permit.

Technical/Functional Skills

• Work experience with rural communities in Africa is an important asset; • Demonstrable experience in participatory planning, environmental management or natural resource management are important assets; • Demonstrated knowledge in the effective facilitation of complex multi stakeholder processes; • Solid knowledge about land use management and land degradation • Familiarity with GIS tools is an asset • Intermediate knowledge of the Umbundu is a relevant asset
