Organizational Setting

A reform of the system of state regulation of water biological resources use initiated by the Government of Ukraine is directed, among others, to public service digitalization in fishery and data collection on the catch, state of species populations and enforce combating against IUU. In this regard, it is planned to develop and deploy the Unified state electronic management system of the fishing industry (E-Fish) that should cover the whole sector. The electronic system of traceability of the origin of water biological resources and products is a subsystem of the Unified state electronic management system of the fishing industry (E-Fish), which provides processing, accumulation, use, generalization, accounting, storage, transmission, protection of the use of information about operations with traceable water biological resources. The traceability system ensures technical capabilities for traceability of the origin of water biological resources and products from them during industrial fishing and aquaculture (harvesting, landing, accounting, movement, marking, sale (including export-import operations, re-export), removal from circulation and disposal.

Reporting Lines

Under the overall supervision of the Head of the Office/Budget Holder, the National specialist for establishing of tractability system reports to the Head of FAO Office in Ukraine (FAOUA) and operates under the general supervision of the Project Team Leader; and with technical guidance of the project’s Lead Technical Officer (LTO). The National specialist for establishing of tractability system is also expected to work in close collaboration with other relevant project staff as deemed appropriate and functional to the delivery of responsibilities and outputs.

Technical Focus

Develop and deploy a Unified state electronic management system of the fishing industry (E-Fish) that should cover the whole sector.

Tasks and responsibilities

The traceability system ensures technical capabilities for traceability of the origin of water biological resources and products from them during industrial fishing and aquaculture (harvesting, landing, accounting, movement, marking, sale (including export-import operations, re-export), removal from circulation and disposal. In this context, the national specialist is expected to:

• Based on the report on the institutional and legal capacity of the authorized state authorities provided by the State Agency of Land Reclamation and Fisheries of Ukraine, improves and finalizes the terms of reference considering the amendments of the Ministry of Agrarian Policy, the Cabinet of Ministers of Ukraine, and the final version of the regulatory documents; • Participates in the development of by-laws and regulations to the draft law on ensuring the traceability of aquatic bioresources and/or products made from aquatic bioresources in terms of describing the technical component of the system; • Monitors compliance with the technical requirements for the electronic traceability system module during the software development by the service provider; • Participates in functional testing of the electronic traceability system and other components of the E-fish and prepares an expert opinion on the possibility of transferring subsystems from test to trial operation; • Submits proposals to the authorized bodies on the development of the E-fish system and the development of an implementation plan; • Participates in the organization and training of system users, and civil servants on the use of the electronic traceability system software and other E-fish modules; • Provides consultations and recommendations on the creation and implementation of the electronic traceability system and other subsystems, E-Fish modules to the Ministry of Agrarian Policy and the State Fisheries Agency; • If necessary, provide proposals for ensuring cyber security of subsystems and modules of E-Fish; • Together with the employees of the State Agency for Fisheries creates requirements for the information portal of the State Agency for Fisheries (website), taking into account the requirements of the legislation of Ukraine; • Participates in testing the functionality of the information portal for compliance with the requirements; • Provides proposals for improving the functions of the information portal (website); • Prepares a conclusion on the compliance of the information portal (website) functionality with the established requirements; • Assists the State Fisheries Agency in the implementation of all IT products; • Prepares and provides reports about work progress, either compliance of the result of work to the EU regulations and FAO/RFMO recommendations • Other duties as deemed appropriate.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in engineering, economics, IT, radio engineering • At least 3 years of experience in Software Development in the agriculture field • Working knowledge of English and the official language of the country (Ukrainian) • National or permanent resident of Ukraine

Selection Criteria

• Advanced university degree in areas relevant to the vacancy announcement • Understanding in business processes regarding the traceability of livestock, livestock products, including water bioresources and products from them • Participation in the development of at least 2 software products, which is confirmed by the Developer's Certificate of Origin (DCO) • 5 years of practical experience in Project Management, Software Development
