NATIONAL SECURITY SPECIALIST

Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Aden, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the general supervision of the FAO Representative and the direct supervision of the FAOYE International Security Specialist and the RNE Regional Security Advisor.

Technical Focus

The National Security Specialist will contribute to the safety and security of all FAO staff, eligible dependents, assets, programs and property and operations in all locations and at the same time enabling FAO Yemen programme delivery throughout the duty station through: • Ensuring the FAO security support is included in all aspects of the programming process at country office level as well as throughout individual project life cycles, from project identification, planning, budgeting, implementation, monitoring, evaluation and project closure. • Strengthening the security arrangements of FAO offices and sub-offices. • Maintaining a security network of international and national security personnel. • Participating as a member of the security cell as established by the UNDSS in country.

Tasks and responsibilities:

- Contribute to the security and safety contingency and continuity planning for the office supporting the standardization and implementation of plans and that emergency systems are regularly tested for FAO facilities in-country. - Liaise with United Nations Department of Safety and Security (UNDSS) and the in-country security management apparatus and attend security operations management meetings, to ensure FAO management and staff are fully briefed on security matters in Yemen - Review the potential impact of current as well as future potential security factors and trends on FAO planning, programme design and delivery, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented. - Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring the safety and security of FAO staff as the highest priority. - Maintain a security network of international and national personnel - Conduct a threat and risk assessment of operations in the districts and regions where FAO projects are implemented, identify and implement appropriate risk mitigation measures. - Assist/provide inputs to UNDSS in preparing a comprehensive threat and risk assessment of the country to include all locations where FAO staffs, dependants and equipment are present - Ensure that FAO procedures conform to the UN Security Framework - Update the FAO component within the country-specific security plan and contingency plans in accordance with UNDSS - Train FAO wardens and follow up according to their specific needs for both international and national staff - Facilitate security clearances for all FAO staff covered under the security umbrella when travelling in areas where required - In conjunction with FAO Security Services, provide operational support to the Country and Field Offices for achievement of Security Risk Management measures (SRM) and Residential Security Measures (RSM) compliance - Provide support to the management of security budget including procurement planning to facilitate efficient and cost effective resources management - Undertake responsibility for management of security equipment to ensure it is issued correctly, is in serviceable condition and is in compliance with the established security standards - Collect information about local security developments, issues and potential impact upon FAO operations for supervisor’s attention in order to support security and operational activities - Prepare accurate and timely reports to contribute to the consistency of information presented to the senior managers - Ensure that Country Office management is briefed sufficiently on security requirements in order to take decisions and provide adequate resources so that staff members are provided with; and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field - Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas - Ensure that FAO programme staff members are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner - In coordination with UNDSS in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders - Formulate and manage the annual work plan and related budget, initiates budget revisions for approval. - Conduct periodic appropriate security assessments of FAO premises and equipment and provide advice on shortfalls in security preparedness with recommended mitigation measures. - Assist FAO in implementing office security requirements for regional offices and offices of FAO-implemented projects as required by MOSS and the local security environment. - Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for FAO and project offices based on the local security climate. - Ensure that FAO premises and international staff residences are SRM and RSM compliant. - Any other security related tasks assigned by the supervisor.

Minimum Requirements

• Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree. • 5 years of related work experience progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. • Working knowledge of English and Arabic. • National of Yemen.

Selection Criteria:

• Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes. • Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions. • Good communication skills and ability to adapt communication style to different situations and individuals. • Ability to contribute to and/or deliver effective briefing and training, assessing participant needs. • Knowledge of common business principals and processes and the ability to quickly assimilate UN/FAO specific processes and systems. • Understanding of key UN inter-governmental body partner agencies. Understands implications of security information and reports and supports in the identification of mitigating actions against threats and vulnerabilities to FAO’s operations • Experience in managing support staff. • Previous experience of working in a conflict/post-conflict or crisis environment is an asset
