Organizational Setting

The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to a broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is providing technical support for climate change adaptation, as well as working with civil society to mitigate soil erosion and degradation. FAO is also contributing to building resilience and boosting development in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine has upscaled and is distributed by offices in Kyiv, Lviv and Dnipro under the overall responsibility of the Head of the FAO Office/Designated Responsible Officer in Ukraine.

The recent and large-scale escalation in hostilities in Ukraine is exacerbating the already dire food security situation of the most vulnerable rural households and small farmers. In response to the evolving situation, FAO Ukraine is scaling up its emergency humanitarian and resilience programming in conflict affected areas of Ukraine. including previous programming areas of Donetsk, Luhansk, Zaporizhia and Kherson; and Lviv and Zakarpattia in the West; as well as newly affected areas. In order the address to rapidly deteriorating situation, FAO has established a Rapid Response Plan (RRP) that is in line with the UN Flash Appeal and intended to provide life and livelihood saving interventions for the most vulnerable smallholder farming households impacted by the conflict.

Reporting Lines

The Specialist reports to the DRO/Head of Office in Ukraine (FAOUA) and works under direct supervision of the FAO Area Coordinator for the West of Ukraine, and in coordination with relevant units.

Technical Focus:

The Specialist will be responsible for provision and assistance in programmatic and operational support to the implementation of multi-agency programme in the West of Ukraine.

Tasks and responsibilities:

  • Support the project’s and program’s implementation in line with work plans, M&E framework and communication requirements.
  • Gather information to support drafting key project’ documents and initiate the preparation of progress reports.
  • Timely initiate the draft and preparation of Letters of Agreements.
  • Monitor contractual obligations and reporting of service providers.
  • Timely contribute to the maintenance of the procurement plan.
  • Support identifying issues arising from cooperating partners and respond appropriately or escalate to management as applicable.
  • Provide contents to the communication team in accordance with the project’s communication plan.
  • Organize the Project related meetings as well as seminars, trainings, workshops or other; take notes and draft meeting minutes.
  • Participate in internal and external meetings at the request of supervisor, take notes and draft meeting minutes if requested.
  • Support processing and managing routine administrative and financial tasks in various functional areas, to contribute to effective and timely management of resources.
  • Take responsibility for the maintenance of set standard systems and files, to ensure information is accurate and readily available for the function.
  • Follow up on the payments to Service Providers
  • Conduct site visits and organize meetings with key partners and stakeholders upon needs.
  • Collect, process and clean, project data, upon needs.
  • Support identifying issues arising from cooperating partners and respond appropriately or escalate to management as applicable.
  • Assist with translation of the documents and other correspondence and provide interpretation on as needed basis
  • Prepare and submit necessary documents for arranging business trips;
  • Perform any other duties as required by FAO

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Business Administration, Economics, Finance, Social sciences, etc.
  • Three years of relevant experience in administrative and office support work
  • Working knowledge (Level C) of English and Ukrainian
  • National of Ukraine

  • IT Skills: Good knowledge of MS Office applications, Internet and office technology equipment. Ability to use information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in an appropriate format.
  • Team player with strong sense of responsibility
