Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The Project Procurement Assistant reports to Assistant FAO Representative for Administration.

Technical Focus:

This Project Procurement Assistant will support the procurement of various goods and services for the Anticipatory Action and Adaptive and Shock Responsive Social Protection activities and operations. He/she contributes to timely and efficient procurement operations.

Tasks and responsibilities

• Support the project team in the procurement process of goods and services such as but not limited to assessment of procurement requirements, preparation and processing of relevant documents, coordinate and transact with service providers/suppliers, draft simple contract or service orders under the guidance of the supervisors(s) or as needed, and apply in-depth knowledge of the procurement applications and regulations, etc.

• Consolidate the annual procurement plan of Anticipatory Action and Adaptive and Shock Responsive Social projects;

• Monitor the implementation of and assist the project team in updating the procurement plans;

• Work closely with the procurement team services to ensure that procurement actions are completed in a timely manner and in accordance with the relevant rules and procedures, and to resolve any procurement-related issues which may arise;

• Report on the status of procurement actions;

• Provide administrative and/or secretariat support in the conduct of project activities such as workshops, meetings, consultations among others. • • Maintain and monitor database records related to procurement actions undertaken, assigned tenders, and contracts; coordinate collection of statistical information on procurement actions and ensure that information maintained in the relevant systems is accurate and updated;

• Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Management or any related field • At least four (4) years relevant experience in procurement and administrative service, preferably in humanitarian/development work, and/ or accounting services. • Working knowledge (Level C) of English • National of the Philippines

• Strong administrative skills and knowledge especially in procurement services • Very good knowledge of the corporate computerized Procurement systems • Good knowledge of procurement regulations and procedures • Good oral and written communication skills • Good knowledge of the MS Office package, Internet and office technology equipment • Experience of working within the UN system or development partner is desirable
