Organizational Setting

The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

A person for this function will be recruited under the project, based on FAO HR rules. Under the direct supervision of Programme/Operations Officer or BH and overall supervision of the FAO Representative in Armenia and guidance of Programme manager, under the technical guidance of the Lead Technical Office (LTO) of the project, as well as in close cooperation with the Government authorities, other national counterparts and the national/international consultants.

Tasks and responsibilities

  • Lead the elaboration of the detailed work plan and ensure that activities are implemented within the agreed time-frame, alerting the Budget Holder and the LTO immediately of any issues which may delay the implementation;
  • Keep close contact with the responsible officer(s) and Government counterparts, the FAO country office and the FAO REU team. Ensure coordination of activities and on a daily basis close cooperation with UNDP and ADA;
  • Coordinate the overall management and implementation of the project;
  • Provide the support needed for the implementing FAO partners for effective and efficient implementation of the project activities;
  • Ensure that all expenses covered by the project are prepared, spent and settled with receipts and account reports as per FAO relevant financial rules and regulations, and that procurement and other contractual arrangements (e.g. Letters of Agreement) are conducted following the FAO’s procedures;
  • Assist/coordinate in organizing meetings, workshops, procurements and other activities;
  • Lead the preparation of project progress reports (narrative and financial) and the terminal report and other project reporting obligations; ensure timely preparation of the reports according to the defined deadlines.
  • Ensure the timely delivery of the activities to be carried out by the national project personnel
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in economics, agricultural economics, natural resources economics, agribusiness management, rural development, public policy or a closely related field; management of organization
  • Three years of relevant experience from a similar managerial position or five years professional project experience of relevant area, preferably with international and national organizations;
  • Fluency in Armenian and English, Knowledge of Russian is an asset.
