Technical Focus:

Under the overall supervision and guidance of FAOR, direct supervision and guidance of AFAOR, in close collaboration with LTOs FAPP manager will carry out the below mentioned activities:

Tasks and responsibilities:

• Coordinate all FAPP Project activities, providing leadership and managerial support to ensure timely implementation and delivery; • Oversee implementation of Workplans of individual projects and provide inputs for any corrective actions that would be necessary; • Coordinate the reporting and other official communication efforts of the projects, ensuring their proper submission and dissemination; identify and document best practices and lessons learned to be reflected in the related reports; • Lead the organizational arrangements for FAPP Steering Committee meetings; as well as the organization of regular programme review meetings as per the agreed schedule and level of attendance; ensure the secretariat of such meetings, overseeing the preparation of quality reporting and documentation of presentations and discussion points; • Support the development and implementation of monitoring & evaluation framework for FAPP projects and support the necessary arrangements for evaluation exercises concerning the overall programme; • Lead and/or participate in field missions, including provision of guidance and logistical support to external consultants, government officials and other parties and contributing to the drafting and dissemination of mission reports; • Contribute to the improvement of quality of project activities and monitor course of activities in order to assure timely achievement of project outputs; • Support the identification of inputs needed for the successful implementation of projects and lead the resolution of any bottlenecks in the provision of the required resources; • Lead interactions with stakeholders and liaise with government agencies To identify emerging needs and policy direction and priorities of the main counterparts; • Advocate for the project outputs to be properly incorporated in the counterpart’s regular programme and work, as well as seek in which ways the projects’ works can be shaped within the agreed project framework. • Lead the potential new programming work and provide inputs on second phase of FAO-Azerbaijan Partnership Program and pipeline development by consolidating efforts for further strengthening the FAO/Azerbaijan partnership • Advocate on behalf of the partnership programme at national and international platforms.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements:

• University/Master’s degree on social and administrative sciences such as economics, statistics, business administration, political sciences, international relations, sociology, social work, development studies and/or agronomy; • Minimum 5 years of experience in management of large-scale projects; • Working knowledge of English; • Working knowledge of Azerbaijani. • Nationality of Azerbaijan.

Technical Focus:

• Leading, guidance and general coordination of the FAO Azerbaijan Partnership programme/projects in implementation and development; • Previous experience in leading, developing and reporting on the results of development projects; • Relevant experience in working for international organizations and working in coordination with Government Counterparts;
