FAO ECTAD (Emergency Center for Transboundary Animal Diseases) is an emergency center established in 2004, specifically aims to assist FAO-member countries in responding to transboundary animal health crisis. FAO ECTAD continuously offers support in controlling Highly Pathogenic Avian Influenza (HPAI) and other endemic diseases, such as rabies dan anthrax. In addition, FAO ECTAD focuses on global health threats transmitted from animals to humans (zoonosis).

FAO ECTAD through the Global Health Security Programme (GHSP) works with the Government of Indonesia to maintain health resilience which is a global priority, particularly on diseases that emerge and spread through interactions between wildlife, livestock, and humans (zoonoses). GHSP is expected to strengthen Indonesia’s health system and increase its independence in preventing, detecting, and responding to zoonotic diseases and high-risk disease outbreaks, especially those with potentials of becoming pandemics. The project is implemented in partnership with the Ministry of Agriculture’s Directorate General of Livestock and Animal Health (DGLAHS) with the financial support from the United States Agency for International Development (USAID).

Reporting Lines

To achieve the Effectiveness of Communication to the implementation GHSP established, the Communication and Media Division of FAO ECTAD (Emergency Center for Transboundary Animal Diseases) Indonesia Programme needs a support from a full time National Project Personnel to perform and to fulfil a range of duties relating to the visibility and communication objectives of the FAO ECTAD Global Health Security Project in Indonesia.

The incumbent shall operate under the overall supervision of the FAO Representative in Indonesia, the general supervision of the Emergency Centre for Transboundary Animal Diseases Operations (ECTAD) Programme Team Leader in Indonesia and the ECTAD Communications Unit Lead. Working in close consultation and coordination with the Country National Veterinary Advisor, other members of the ECTAD Indonesia technical team, the ECTAD Visual Communications Officer, FAO Representation Communication Advisor and Information staff, government counterparts, donors, and implementing partners;

Technical Focus

The National Project Personnel will perform a range of duties relating to the communication objectives of the FAO ECTAD Global Health Security Project in Indonesia.

Expected Outputs:

  • ECTAD GHSP communications strategy and work plan 2021 – 2022 updated.
  • IEC materials developed to support the ECTAD programme
  • Prepare ECTAD Pulse Newsletters
  • Manage at least one outreach activity (event) initiative per quarter to strengthen FAO ECTAD and GHSP project presence in the public offline and online (social media)
  • Press releases and articles on emerging infectious diseases, pandemic threats and Global Health Security
  • Liaison with the DGLAH’s Public Relations unit on communication events and material needs
  • Use of a wide range of communication materials and approaches
  • Collaboration with the FAO Representation communication team
  • Prepare communication plans during the FAO ECTAD GHSP annual planning process

Tasks and Responsibilities

  1. In close consultation and collaboration with relevant government officials, the ECTAD team and with FAO Representation officials, contribute in formulating the updated ECTAD communication strategy and workplan to raise government and other partners’ awareness of and appreciation for:
    • FAO ECTAD as an organization, building government capacity to implement EID prevention and control activities, mandate and value (i.e. visibility);
    • the importance of animal health and veterinary services for efficient and safe livestock production.
    • FAO’s perception of risks related to emerging pandemic threats (EPTs) and how the government can work with FAO to influence public risk perception in order to improve risk reduction/mitigation
    • the importance of policy on GHSP risk reduction and livelihood promotion, and strategies for improved policy decisions/development.
  2. Ensure that the work plan has a realistic timeline, budget and is in line with FAO’s existing communication toolkit.
  3. Build partnerships with relevant government focal points, GHSP partners and private sector stakeholders (e.g. poultry associations, consumer associations, market and trader groups) and review and modify the work plan as necessary.
  4. Implement the communication work plan in collaboration with government, public and private partners, including:
  • adapt suitable materials to national culture and language and advise on their methods of production and dissemination.
  • based on an understanding of target audience preferences, develop additional materials, and outreach activities (events) planning in offline and online (social media).
  • advise on methods for production, dissemination and/or implementation of new materials/events.
  1. Assist in the preparation and updating of briefs, speeches, talking points, presentations, reports and public information material.
  2. Prepare a periodic ECTAD Newsletter Pulse and submit articles/write-ups on about ECTAD project activities in the country for publication on FAO websites and liaise with the EMPRES communication officer Animal Health Service (AGAH) to distribute the articles within the ECTAD network.
  3. Undertake field visits to develop stories and document ECTAD field activities, gather stakeholder perceptions and capture knowledge attitudes and practices.
  4. Support in conceptualizing and developing campaign on the international days and weeks through social media and other awareness-raising activities.
  5. Support in creating presentations, infographics, and other communication materials as needed.
  6. Together with the FAOR Communication Advisor, and ECTAD GHSP Communication team proactively seek out good beneficiary feature story possibilities for TV and print journalists, based upon the good practices of FAO ECTAD Technical Cooperation work in-country.
  7. Identify training requirements in communications and develop and implement a training programme for the staff ECTAD and related government officials to support the sustainability of the communications initiatives.
  8. Submit an end of assignment report upon completion of the assignment; and
  9. Perform other duties to fulfill the visibility and communication objectives as requested by ECTAD Team Leader.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements

  • Bachelor’s degree in journalism, public relations, advertising, or other relevant qualification with 5-year experiences working with the media and in information, education, and communications.
  • Proficiency in both written and spoken English is required;
  • National of Indonesia.

Technical/Functional Skills:

  • An excellent command of English is required as are proven writing and reporting skills, the ability to operate under pressure and good interpersonal skills.
  • Fluent in Bahasa Indonesia.
  • Experience in awareness raising for animal disease control or human health projects are an advantage
  • Experience working with Indonesian print, radio, and TV companies.
  • Preferably experience with graphic and illustration using Adobe Illustrator, Photoshop, dan InDesign is an asset
  • Strong writing, composition and editing skills in both English and Bahasa Indonesia;
  • Proficiency in MS Office, particularly Word, Excel, PowerPoint, PageMaker and other
  • desktop publishing software
  • Ability to work with individuals from different cultural and ethnic backgrounds; good
  • interpersonal and communication skills
  • Ability to manage priorities and workload within general schedule of work, instructions, and standardized practices
