**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Myanmar Job Family: Education Type of contract : Non Staff Level : Level 4 Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 25-JAN-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND** -------------- Through the “Strengthening Pre-Service Teacher Education in Myanmar” (STEM) project, UNESCO is working closely with the Myanmar Ministry of Education (MoE) to provide policy and institutional capacity development – at central-level within the Department of Higher Education (DHE) and at institutional-level within Myanmar’s 25 Education Degree Colleges (EDCs) – for the reform of the pre-service teacher education system. Specifically, the MoE plans to upgrade the EDCs to offer a 4-year specialized degree programme in line with international standards. The STEM project is focused on providing technical and capacity-building assistance to the upgrade of EDCs to 4-year specialized degree programmes; assistance is delivered around four key aspects of pre-service teacher education: Long Description ---------------- 1 .the formulation of policy frameworks to support the pre-service teacher education reform and the identification of standards for quality assurance; 2\. the development of the 4-year degree curriculum and accompanying continuing professional development for teacher educators to implement the new curriculum; 3\. the development of institutional management and administrative capacities for more efficient operation of ECs; and 4\. the mainstreaming of inclusion and equity, including but not limited to inclusive education, gender equality, peace education, and education for sustainable development in the three above aspects of the reform, in line with international human rights. The National Project Officer will provide mainly programmatic, coordination and implementation support in teacher education reforms with focus on outcome area 1 and outcome area 3 relating to ICT in teacher education, and support across all STEM project outcome areas if needed. **MAJOR DUTIES & RESPONSIBILITIES** --------------------------------------- Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau for Education and under the direct supervision of Head of Yangon Project Office, working in close collaboration with the Programme Specialists and education units in UNESCO Bangkok and UNESCO Myanmar Project Office, the incumbent will provide programmatic and management support for UNESCO Myanmar Project Office education initiatives, in particular the STEM project: - Lead STEM outcome area 1 on the development of comprehensive teacher policies, including managing the coordination of UNESCO teacher education activities with the MoE and other implementing partners in this area. This work involves the implementation of the Teacher Competency Standards Framework and teacher policies through the provision of technical inputs and the facilitation of workshops and trainings, working closely with MoE and other STEM international and national staff and consultants; - Coordinate the work of UNESCO education staff and experts on STEM outcome area 3 relating to ICT in teacher education and facilitating communication with the MoE and EDCs staff on the project activities relating to ICT in teacher education; - Contribute to the design, development and review of the new ICT syllabi, textbooks and teacher guides for the education staff and experts; MAJOR DUTIES & RESPONSIBILITIES ----------------------------------- - Provide support for building capacity of EDCs staff, including ICT tutors, teacher educators and administrative staff, on the use of ICT in education in terms of needs identification, provision of context- specific advice on the design and development of ICT training modules and technical expertise on basic ICT skills and ICT-pedagogy integration; - Across all STEM outcome areas, participate in strategic programming discussions, including assistance for the design and conduct of situational analyses and needs assessments; provide technical expertise, guidance, and capacity building assistance to relevant local and international partners, in line with the STEM work plan and UNESCO education initiatives; - Provide STEM programme management and monitoring support, including contributing to work planning and reporting, to ensure successful delivery of results for Outcome Area 1 and across all activities related to ICT in teacher education; - Build positive, active working networks with MoE and EDCs stakeholders and external partners for implementation of the STEM project; and - Conduct other work or responsibilities as assigned by the Head of UNESCO Myanmar Project Office to support UNESCO's education programming activities in Myanmar. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Teamwork (C) Innovation (C) Results focus (C) Planning and organizing (C) Knowledge sharing and continuous improvement (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - At least a Master’s degree in education, information technology, social sciences, international development, or a related field. ***Work Experience*** - At least Minimum five years of relevant work experience, preferably in the field of education, teaching or training, at the national and/or sub-regional level. ***Languages*** - Excellent written and spoken English and Myanmar language skills.
