Organizational Setting

The Government of Indonesia has asked for FAO technical support to enhance Indonesian capacity on National Forest Inventory and Monitoring systems (NFMS) needed to implement and better report on climate change including REDD and other improvements to forest management. A Project Document has been developed and agreed between FAO and the Indonesian Ministry of Environment and Forestry (MoEF) and funded by the Norwegian Embassy. This project will develop and undertake activities and require detailed technical forestry knowledge and the ability to coordinate with the MoEF staff in Bahasa Indonesia to plan and implement the work. The National Project Manager (NPM) will work with the project’s Chief Technical Advisor (CTA) and other project personnel to plan, manage and implement the project activities following the Project Document. The project will be managed through the FAO office in Jakarta and with technical support from specialist FAO technical staff from the Forestry Department in Rome and other organizations where appropriate and under the overall guidance of the Project Steering Committee.

Reporting Lines

Under the overall managerial administrative leadership of the FAO Representative in Indonesia, direct supervision of the Chief Technical Advisor (CTA), guidance provided by the Lead Technical Officer (LTO) based in FAO’s Regional Office for Asia and the Pacific (RAP), the technical backstopping of the DG-PKTL in the Ministry of Environment and Forestry (MOEF) and FAO forestry experts, the National Project Manager (NPM) will assume managerial responsibility of the project, facilitate its smooth implementation and will report to CTA and coordinate the project activities with the CTA and in consultation with the National Project Coordinator, MoEF. The NPM will liaise regularly with FAO Representative, project CTA, MoEF counterparts and partners and ensure that they are kept informed and updated on project progress and emerging issues.

Technical Focus

The NPM will lead and provide technical guidance for the project to produce high quality work-plans, staff supervision and reporting for the project. He/she will ensure that the approaches used in the implementation of the project activities are using best available methods and appropriately adapted to national circumstances to strengthen Indonesian systems and capacities to redesign the national forest inventory and satellite data land monitoring systems and provide substantial technical inputs to a new project proposal to implement the new design in the field.

Tasks and responsibilities

The main tasks of the NPM will be to:

- Promote, liaise and maintain close working relationships with national institutions including the key partner Directorates in MoEF, LAPAN and BRGM and other stakheolders to ensure wide participation of the implementation of the project activities.

- Prepare and update in conjunction with the CTA a detailed annual and quarterly work plan for project implementation. The preparation of workplans will include consultations with the Project Steering Committee and the DG-PKTL, DG PPI and DG PPKL, MoEF and other stakeholders or other Donors.

- Implement the work plans in accordance with the project requirements. In close coordination with the CTA, and the FAO/Jakarta, ensure timely delivery of equipment, recruitment, placement of consultants and reporting by them, selection of personnel with suitable technical preparation and skills for training courses, study tours and other training activities, arrangement and fieldwork activities and project reporting.

- Facilitate the nomination of the national counterpart professionals to the international experts.

- Supervise, guide and monitor all personnel, including experts and consultants, in project implementation.

- Monitor the progress of project implementation and prepare regular reporting on project progress following the Project Document and workplan.

- Ensure that all reports, manuals and other documentation prepared by experts and their counterpart are of high quality technically and suitable for the target audience.

- Plan and supervise the planning, implementation and monitoring processes of project activities.

- Monitor the progress of the training of the national counterpart professionals.

- Through close consultation with the National Project Coordinator (NPC) in the MoEF, ensure that Government facilities and inputs to the project (e.g. office accommodation and administrative assistance, equipment, training and personnel) are available when required and are used by the project.

- Facilitate the access to datasets necessary for the project and preparation and finalization of data sharing agreement(s) if necessary.

- Facilitate the procurement of project equipment.

- Arrange internal travel in Indonesia for international experts, project staff and their counterparts in accordance with project needs.

- Liaise with other projects that are active in the implementation of the national forestry development programme.

- Arrange and supervise workshops, training courses, seminars and fieldwork required for project.

- Responsibility for the drafting of all project reports and submission through CTA or FAO-Rep to DG-PKTL in a timely manner.

- Prepare periodic reports for the Project Steering Steering Committee, Project Review Missions, MoEF and FAO as required by the Project Document, including a terminal report.

- Assist in any other tasks under the project at the instruction of the FAO-Rep, CTA and in consultation with the NPC.

Minimum Requirements

  • Education: A university degree in Forestry or related field. (A Masters-level degree would be considered an asset).
  • Working experience: At least 10 years of practical experience in Indonesia on forest management, forest assessment/inventory, project management or related work.
  • The National Project Manager should have extensive experience and knowledge of forestry, project management/administration and highly desirable to have worked on KLHK projects/activities (pernah bekerja pada proyek/kegiatan KLHK) or similar activities and direct experience of working closely with the Ministry of Environment and Forestry (MoEF), including an understanding of relevant rules and procedures associated with MoEF projects.

Technical/Functional Skills

  • Extent and relevance of experience in design and management of forestry and/or and climate change development projects focusing on forest inventory and monitoring, preferably including forest management, for climate change reporting.
  • Familiarity with the latest forest assessment and inventory techniques, remote sensing and forest data analysis methods and systems including online tools being used by FAO and other international agencies.
  • Work in developing countries of the Asia and Pacific Region.
  • Demonstrated strong technical advice and communication, team building, computer and report writing skills.
  • Ability to speak the local language will be considered an advantage.
