Organizational Setting

The FAO portfolio in Angola has consistently increased its portfolio in the last years, at geographical and division scales, passing from a portfolio of 13.5 M in 2012, to USD 36.5 M in 2020. FAO Angola is now close to start new projects with 03 differences sector (Agriculture, Environment and Fisheries) and in a timeframe of 3 to 4 months, with a suddenly increase of portfolio budget. A national Consultant support is essential to provide the due diligences and support to projects in the field as well as aligned this activities within the country officer agenda.

The purpose of this position is to ensure the smooth running of the project and the timely delivery of high quality inputs as needed. The NPC will be responsible, in coordination with the CTA, for the operational planning, management and monitoring of all project activities, according to the project's logical framework, work plan and approved budget. As the effective project manager, the National Project Coordinator (NPC) must have the necessary seniority and experience. This position will be nationally recruited and is full time for the entire duration of the project. Based in Huambo, at Angola’s Centre of Tropical Ecology and Climate Change (CETAC), under The Ministry of Culture, Tourism and Environment (MCTA), with frequent travel to the field and Luanda for liaising with officials from the National Directorate of Environment and Climate Action (DNAAC).

Reporting Lines

The NPC will report to the BH under the supervision of the CTA and the LTO

Technical Focus

The NPC will be responsible, in coordination with the CTA, for the operational planning, management and monitoring of all project activities, according to the project's logical framework, work plan and approved budget. He / she will work closely with government officials from DNAAC and CETAC under the MCTA. In addition, the NPC will ideally have technical expertise in the area of GIS and/or SLM, integrating the Agro-Ecological Zoning Unit, a technical team of specialists to be installed at CETAC as one of the team's specialists. NPC tasks will include:

Tasks and responsibilities

The consultant will lead the following general tasks:

  • Organize and lead the inception workshop and prepare inception report;
  • Prepare annual and six months work plans and prepare ToR for all inputs;
  • Lead process to mobilize PMU staff, project consultants and sub-contracts;
  • Lead process to finalize ‘letters of agreement’ with implementation partners;
  • Ensure all PMU staff and all consultants fully understand their role and their tasks, and support them in their work;
  • Oversee day-to-day implementation of the project in line with the work plans;
  • Organize regular planning and communication events, starting with inception mission and inception workshop;
  • Oversee preparation and implementation of M&E framework;
  • Oversee creation of a participatory monitoring system for the Project’s work;
  • Ensure real-time monitoring of project progress and the alerting of MINAMB, BH and LTO of potential problems that could result in delays in implementation;
  • Help identify consultant candidates for the AEZ Unit and work with the BH to ensure their timely recruitment;
  • Ensure the project’s effective and efficient work with stakeholders in the pilot areas;
  • Help organize and supervise consultant inputs;
  • Oversee preparation and implementation of project communication and knowledge management frameworks;
  • Prepare progress reports and all monitoring reports. This includes the six-monthly progress reports and contributions to the project’s reports
  • Prepare and organize the PSC meetings.
  • Liaise with government agencies, the AEZ Unit and AP/FFS facilitators and master trainers;
  • Regularly advocate on behalf of the project to partners;
  • Coordinate project interventions with other ongoing activities, especially those of MINAM
  • Regularly promote the project and its outputs and findings on a national, and where appropriate, regional stage; and
  • Coordinate activities with co-financing donors and other projects related to FFS.
  • Ensure that the operational and logistic needs of the AEZ Unit at CETAC are met;
  • Together with the SLM experts contribute to ensuring that AEZ products are adequate for the purposes of SLM and the specific products to be used within this project are fit for purpose in terms of the national/regional context in which they will be applied;
  • Coordinate activities with the ICE-SLM AEC Director at CETAC and with staff at the AEZ Unit;
  • Together with the other Nat. SLM experts and the GreeNTD expert engage in the participatory planning process with local communities;
  • The NPC the Nat. SLM experts will participate in the delivery of a training program focused on SLM and the use of AEZ products and the negotiated land-use plans for supporting decision-making for SLM at local level;
  • In coordination with the National Agro-Economy Expert, the NPC will support activities related to the development of financing mechanisms for SLM;
  • Support development of the project strategic approach;
  • Ensure quality of project activities and project outputs;
  • Support development and preparation of training materials;
  • Oversee creation of the project’s approach to managing and sharing knowledge, and to identifying and disseminating lessons learned;
  • Communicate, advocate and engage in policy dialogue; and
  • Take a lead in the organization and technical implementation of several activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Degree in agriculture, economics, economics, agribusiness development, development studies or other relevant discipline
  • Advanced knowledge in the use of computers and office software packages, experience in handling Web-based management systems;
  • At least 05 years of relevant experience at national level in fields related to the Angolan agricultural sector, environmental governance and sustainable land management;
  • National of Angola;
  • Advanced knowledge of English and good writing skills in both Portuguese and English;
  • Higher education course related to Geographic Information Systems (GIS), natural resource management, agroecology, with specialization in sustainable soil management;

Additional Selection Criteria

  • Experience in the implementation of FFS in Angola Contest
  • Strong knowledge in Geographic Information Systems (GIS) software;
  • Proven experience in agroecology, conservation agriculture;
  • Proven experience with participatory natural resource management;
