Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The National Project Coordinator reports directly to the Assistant FAO Representative (Programme).

Technical Focus:

The Food and Agriculture Organization of the United Nations (FAO), with support from the United States Agency for International Development (USAID), aims to strengthen animal health systems in the Philippines to reduce the risks and impacts of zoonoses, emerging disease threats, antimicrobial resistance (AMR) and bio-threats through a One Health and inclusive approach. During the year 1 implementation, the focus will be to provide assistance on the “evidence-based assessment of and support for animal health capacity needs and gaps in the Philippines.”

Tasks and responsibilities

• In coordination with FAO- Emergency Centre for Transboundary Animal Diseases (ECTAD)- Regional Office for Asia and the Pacific (RAP) Office, ensure smooth implementation and efficient delivery of FAO-ECTAD Programme in the Philippines, including the Philippine components of the USAID funded regional projects and other OneHealth – animal health related initiatives; • Prepare a detailed work plan for the implementation of the project in consultation with other regional and national staff, government counterparts, and relevant stakeholders; • Ensure establishment of Letters of Agreement (LOAs), procurement and delivery of project inputs; • Assist with recruitment and procurement for ongoing projects, in coordination with the Administration Unit; • Follow-up on the execution of the commissioned studies relating to assessment of needs and gaps for laboratory, epidemiology, surveillance capacities, and others relating to livestock sector development at the national and subnational levels; • Provide backstopping to local staff involved in project activities and assist missions; • Coordinate closely with ECTAD teams at regional and country levels to promote cross exchange of knowledge and expertise in the implementation of global health security programs; • Establish contacts and working arrangements with appropriate staff of the Department of Agriculture and other ministries and organizations; • Serve as resource person in fora, workshops, trainings and other knowledge management activities in support of livestock sector development; • Liaise and coordinate with related stakeholders to promote linkages and synergies among relevant country initiatives and agencies including the government agencies, development partners, international and local organizations, private sectors, etc.; • Organize and facilitate meetings, workshops, trainings and other events identified in the project and coordinate other activities that have a common bearing on the main project objective; • In collaboration with concerned regional and national staff, ensure that technical specifications for the procurement of project inputs are prepared; • Ensure proper and timely procurement and delivery of project inputs; • Support technical backstopping and consultant missions planned for projects; • Provide technical support to FAO Philippines on matters relating to the livestock sector and transboundary animal diseases, including guidance and recommendations on trends, emerging issues and resource mobilization and partnership opportunities; • Prepare technical reports for the Government, FAO and donors, in collaboration with other regional and national staff as required; and • Perform any other tasks/functions that may be assigned by the FAO Representative, and the Assistant FAO Representative (Programme).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in animal science or graduate of veterinary medicine • At least 7 years of relevant work experience in planning and implementing projects on animal health at national and international levels • A national of Philippines • Working knowledge (Level C) of English
