Organizational Setting

The Paris Agreement was adopted by consensus on 12 December 2015, during the 21st session of Conference of the Parties (COP 21) to the United Nations Framework Convention on Climate Change (UNFCCC) and entered into force on 4 November 2016. This landmark agreement aims to strengthen the global response to the threat of climate change and requires all Parties to establish robust measuring, reporting, and verification (MRV) systems and to communicate their efforts to UNFCCC. In this context, the FAO-GEF project titled ‘Strengthening capacity in the Energy, Agriculture, Forestry, and other Land-use Sectors for Enhanced Transparency in the Implementation and Monitoring of Vanuatu’s Nationally Determined Contribution’ will support the government of Vanuatu in meeting its commitment.

Reporting Lines

The National Project Coordinator for GEF-CBIT will work under the overall supervision of the Forestry Program Officer (LTO , direct supervision of the Assistant FAO Representative (Programmes), the CTA for GEF Projects, and in close coordination with Administrative Section of the SAP office.

Technical Focus

In close collaboration with the CLIMATE FINANCE PORTFOLIO in FAO Vanuatu (GEF-AF-SIDS), the incumbent will contribute substantially to the implementation of the project by contributing technical inputs, capacity building to project activities related to Paris agreement accomplishment productivity monitoring in Vanuatu.

Tasks and responsibilities

• Coordinate the technical inputs from key stakeholders such as ministries and national statistics office into the project activities; • Coordinate and deliver the project’s activities in accordance with the project document and approved annual work-plan and budget (AWPB); • Work closely with technical officers and timely obtain technical clearances for activities as envisaged; • Manage the project’s daily operations; • Monitor project fund use and conduct financial control; • Propose budget revision as per the actual needs and the approved work plan; • Draft project procurement and obtain technical clearances; • Coordinate with stakeholders and related initiatives; • Ensure collaboration between the participating institutions and organizations; • Ensure fulfilment of the PMU’s obligations as secretariat for the PSC; • Implement and manage the project’s monitoring and evaluation (M&E) plan and its communication plan; • Collect data of co-financing from various project stakeholders; • In consultation with relevant stakeholders, prepare the six-monthly project progress reports (PPRs) and annual GEF project implementation report (PIR), AWPB, and other management report as required; • Lead the organization of periodic missions and training programmes in consultation with other stakeholders; and • Organize annual project workshops, PSC meetings and other meetings to monitor project progress. • Provide technical oversight of the project activities and ensure they are aligned with the outputs and outcomes envisaged • Provide technical support for Measurement, Reporting, and Verification (MRV) related activities under Component 1, 2, and 3 of the project. • Provide technical support for institutional arrangement under Component 1 the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in one of the following fields is required: Engineering, Environmental Sciences, Economic, Environmental Policy, Law or in a related field. • 5 years of experience in working in climate change mitigation/sustainable energy/sustainable urban development policies and programme development is required. • Working knowledge of English and French. • National of Vanuatu
