Organizational Setting

The National Programme Officer for AMR – Emergency Centre for Transboundary Animal Diseases (ECTAD) Programme shall work under the overall supervision of the FAO Country Representative, the general technical supervision of the Team Leader of the FAO ECTAD Programme in Indonesia and the day-to-day technical supervision of the ECTAD Country National Veterinary Advisor and Senior Technical Advisor for Value Chain and AMR. Furthermore, the incumbent will work in close collaboration with the Ministry of Human Development and Cultural Affair of Indonesia (CMHDCA).

Reporting Lines

The incumbent will report the delivery of CMHDCA-FAO programme activities to the ECTAD Country National Veterinary Adviser (CNVA), the Senior Technical Advisers (STAs) and coordinate with the National Technical Advisors (NTA) responsible for the delivery of project outputs, in line with the EU project objectives.

Technical Focus

The National Program Specialist for AMR is a member of the project management team who facilitates the day-to-day activities of the FAO ECTAD program and the EU project with national government partners (through the Coordinating Minister for Human Development and Cultural Affairs) as well as local governments, in line with the program work plan and schedule of activities focus on component-1 of the EU work plan on support the development and implementation of One Health National Action Plan (NAP) Antimicrobial Resistance Control in Indonesia.

Tasks and responsibilities

• The incumbent will provide technical and operational supports to Coordinating Minister for Human Development and Cultural Affairs in the implementation of the multi sector coordination meetings with relevant ministries and institution on AMR control with one health approach; • Liaise and cooperate with government authorities and local, national and international institutions in the areas of AMR and One Health in the country and liaise with other development partners as required; • Act as a liaison between FAO ECTAD programme management with the Coordinating Minister for Human Development and Cultural Affairs on Multi sector on EU project; • Prepare official communications to GOI regarding AMR and One Health and FAO ECTAD programme activities; • Coordinate the collection and consolidation of AMR and One Health data in coordination with the National M&E adviser; • Work closely with the ECTAD management team to ensure that all programme activities are carried out in line with the work plan and the project document; • Support the management team in planning future Programme development; • Assist in ensuring consistency and adherence to FAO rules and regulations at the project level, in close coordination with the Operations Support Unit; • Organize and coordinate AMR and One Health as well as ECTAD Programme Meetings with central and local government as required; • Support the National Operations Officer and Operations Assistants with day-to-day operations of the project; • Assist the CNVA in consultation with the Operations Support Unit, with staff recruitment, organization and management; • Prepare a monthly update of programme activities for FAO ECTAD Indonesia, EU secretariat and government; • Contribute to EU project and ECTAD programme monthly and six-monthly reports to the donor and GOI as requested; • Contribute to the production of the EU project and ECTAD Annual Reports. • Organize and coordinate external missions or field visits for international visitors

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum Bachelor’s degree in Public Health, Medical, Veterinary Medicine, Administration, Public services, Rural development or a Relevant subject • 5 years of relevant experience in Antimicrobial Resistance (AMR) control issues in human, animal and environment health sectors and in operations-related matters for the implementation of large emergency and/or development programmes • Working knowledge of English; strong command in spoken and written Bahasa Indonesia • National of Indonesia

Selection Criteria

• Experience in the implementation of animal health or public health projects is preferred; • Experience with stakeholder facilitation and co-learning approaches to development is preferred
