OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring the country health situation and building sustainable institutional capacity. The WHO Country Office collaborates with the Government of Indonesia in stewardship and advocacy for healthier populations through addressing the determinants of health, and for achieving universal health coverage to ensure accessible, affordable and quality health services for all.

DESCRIPTION OF DUTIES

Under the direct supervision of the Team Lead, Noncommunicable Diseases and Healthier Populations, and general supervision of the WHO Representative (WR), the incumbent will perform the following duties:

1. Provide strategic guidance to government counterparts and key stakeholders on the development and implementation of health-related laws, regulations and policies;

2. Work across technical programmes to provide legislative and policy advice on maternal and child health, mental health, communicable disease control and universal health coverage;

3. Conduct stakeholder mapping and situational analyses of the policy and legislative environment for NCDs and their risk factors, and communicate these findings effectively to key stakeholders;

4. Advocate for signing and ratification of the WHO Framework Convention on Tobacco Control, and provide technical assistance for the development, revision, and implementation of national legislation and subnational regulations to strengthen tobacco control;

5. Coordinate with civil society and development partners on tobacco control initiatives in alignment with WHO mPOWER strategies;

6. Provide guidance to partners on developing and implementing codes of conduct to prevent and address tobacco industry influence and manage conflicts of interest;

7. Provide technical advice on diet-related policies and legislation, including sugar-sweetened beverage taxation, nutrition labelling, reformulation of food products and elimination of transfats from the food supply;

8. Build networks among relevant partners and across programmes to support effective policy development;

9. Provide guidance to partners on engagement with the private sector;

10. Develop technical briefs and strategic communication materials on effective health-promoting regulatory and fiscal policies;

11. Provide technical assistance for the generation of evidence to inform effective policies for health, particularly for NCD prevention and control;

12. Provide support to the organization on implementation of the WHO Framework of Engagement with Non-State Actors, identifying and managing conflicts of interest;

13. Provide guidance to the organization on ethical dimensions of health issues and prioritization of health actions; and

14. Any other duties as assigned by the Team Lead or WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public policy/health policy/law or a related field, from a recognized university. Desirable: Master's degree (or higher) in public policy/health policy/law/public health/international development or other relevant field.

Experience

Essential: At least two (2) years of work experience in legislation, regulation and policy development and implementation related to health, at the national and subnational level. Desirable: Training in legislation, regulation and policy development related to health, preferably noncommunicable diseases and their risk factors. Work experience with UN agencies or international development organizations.

Skills

1. Sound technical knowledge of national legislation and policy making processes, ethical frameworks and principles for health.

2. Understanding of equity and a commitment to eliminate inequalities in health and in the determinants of health.

3. Ability to adapt WHO global strategy and policy guidance to national context.

4. Ability to form effective working relationships with government counterparts and key stakeholders.

5. Ability to advocate effectively at the highest level•Ability to identify issues, evaluate evidence, formulate opinions, make conclusions and recommendations.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 548,124,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
