OBJECTIVES OF THE PROGRAMME

To strengthen the capacity of the WCO and the Disaster Risk Reduction Programme for Health Sector Indonesia (DRR-PHS), enabling sustainability in reducing emergency and disaster risks through effective preparedness, response and recovery activities as per the Minister of Health Regulation No. 75 of 2019 concerning Health Crisis Management. The proposed Programme is driven by the following strategies:1. Supporting the implementation of policies and regulations through developing guidelines and standard operating procedures (SOP); 2. Supporting the improvement of the disaster risk reduction framework for health sector to be inclusive, interoperable and takes a multi-stakeholder approach; 3. Mainstreaming and promoting disaster risk reduction framework throughout all stages of disaster management at central, provincial, and district level; 4. Reducing the impact of hazards through Risk Mapping, Risk Analysis, developing of Contingency and Operational Plans and monitoring the implementation of activities in all health facilities in the provinces and districts of Indonesia; 5. Reducing vulnerability through strengthening operational units at central, provincial and district levels that are linked to the safe community initiative at the village levels; 6. Building MoH staff capacity and improving their skills through national and international exposure; 7. Strengthening coordination and networking among different stakeholders.

DESCRIPTION OF DUTIES

Under the direct supervision of Technical Officer (Emergency Preparedness) and overall guidance of the WHO Representative (WR) to Indonesia, the incumbent is expected to perform the following duties:

1. Assist the Health Crisis Center to develop, operationalize and implement preparedness activities including: Develop, review and update health policies, regulations, guidelines, and Standard Operating Procedures;

2. Support the Health Crisis Center to develop an integrated disaster risk reduction framework for health sector;

3. Capacity, risk mapping, risk analysis for health facilities and health offices, including operational plans for health facilities and health offices to improve their preparedness capacity, response to disasters and recovery needs;

4. Functioning early warning system at all levels for different types of disasters based on risk mapping and reduction plan;

5. Work with counterparts and partners to expand and strengthen the safe community initiative;

6. In response to emergency: Able to be deployed, in a short notice, to any emergency/disaster sites;

7. As required, provide an analysis of multi-hazards early warning system and conduct Rapid Health Assessments; support the coordination of Health Cluster under the Government of Indonesia cluster system; and support coordination and information management to link with the IASC cluster methodology;

8. Facilitate WHO/WHE training courses at country and inter-country levels in collaboration with relevant national and international partner agencies;

9. Assist in and facilitate operational researches, planning and management of WHO country work-plans including financial/supply tracking, monitoring and evaluation and assist on drafting donors' reports and fund-raising proposals;

10. Collaborate with MoH, UN agencies, NGOs and other relevant stakeholders in coordinating meetings, trainings and workshops on related issues and joint assessment and/or evaluation missions as necessary;

11. Prepare regular emergency situation reports and interpret, translate documents and prepare presentations as needed; and

12. Undertake any other related tasks/duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine or paramedical science (nursing or pharmacy) from a recognized university. Additional course and/or national or international trainings on Disaster Risk Reduction (DRR), emergency/disaster management or related areas and/or violence, injury, disability prevention and rehabilitation programme. Desirable: Master's in public health and/or training in emergency management or disaster risk reduction. Good understanding of functional modalities of MoH and partners.

Experience

Essential: At least one (1) year of experience in the field of Disaster Risk Reduction (DRR) and/or emergency and disaster management with international or national organizations. Desirable: Previous experience with WHO and/or other UN organizations; Familiarity with government/MoH structure and procedures and partner agencies in Indonesia; Familiarity with UN policies, practices and procedures.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 437,606,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
