OBJECTIVES OF THE PROGRAMME

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office develops a two-way collaboration with the Government of Indonesia to achieve universal health coverage, providing accessible, affordable and quality health services to all its citizens. The objectives of the AMR programme are to support One Health approach in Indonesia by: (i) providing strategic leadership, engaging in partnerships where joint action is needed; (ii) shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge; (iii) setting norms and standards and promoting and monitoring their implementation; (iv) articulating ethical and evidence-based policy options, including providing vision for scaling up proven interventions; (v) providing technical support, catalyzing change, and building sustainable institutional capacity; and (vi) monitoring the health situation and assessing health trends. The purpose of the programme is to support delivery of the WHO GPW 13 priority goals and targets in alignment with national plans and SDG goals and targets in relevant areas of work. The immediate strategic objectives of the programme in Indonesia are to assist the Ministry of Health in formulating/updating policies, strategies, plans and guidelines and promoting multi-sectoral and whole-of-society approaches to avoid the emergence and spread of AMR.

DESCRIPTION OF DUTIES

Under the direct supervision of the Technical Officer/NTD and general supervision of Medical Officer (CDS), the incumbent will:

  1. Supports the national program in collecting and analyzing information on surveillance of antimicrobial consumption/use and resistance in country;
  2. Supports the development/update and implementation of the National Multi-Sectoral Action Plan on AMR (NAP);
  3. Supports the national program in the development of training modules on Antimicrobial resistance;
  4. Assists in training and capacity building at country level on WHO methodology on antimicrobial consumption/use;
  5. Provides technical guidance for strengthening public health laboratory capacities and infrastructure and laboratory network for antimicrobial resistance;
  6. Provides support to the national program in strengthening Infection control and practices in health facilities;
  7. Works closely with the Food and Agriculture Organization of the United Nations (FAO) and the World Organization for Animal Health (OIE) in a ‘One Health' approach to promote best practices to avoid the emergence and spread of antimicrobial resistance, including optimal use of antibiotics in both humans and animals;
  8. Contributes to the development of the knowledge, advice and work in addressing antimicrobial resistance with a One Health approach;
  9. Provides technical advice for development of proposals for donor assistance, facilitate partnership agreements and coordinate assistance received from donors and development partners;
  10. Promotes and ensure coordination among MoH and partners and WHO Regional and HQ offices;
  11. Ensures timely implementation and reporting of AMR related activities within country workplans and prepare reports to donors on AMR programme/project implementation;
  12. Undertakes any other tasks/duties as assigned by supervisor(s).

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in Medicine or public health. Desirable: Masters-level university degree in public health or other relevant social sciences.

Experience

Essential: At least two years of experience in the field of infection prevention and control and/or antimicrobial resistance. Desirable: Experience working with UN or international organizations.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 556,348,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
