Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

The position is located in the FAO Representation in Kabul, Afghanistan.

Reporting Line

The National Professional Officer (Administration – Human Resources) works under the overall supervision of the FAO Representative (FAOR) in Afghanistan and under the direct supervision of the Assistant FAOR (Administration).

Technical Focus

Provision of administrative and human resources support for FAO in Afghanistan.

Key Results

Effective and efficient provision of administrative and human resources support to the programme and project activities.

Key Functions

• Provides support in the areas of administration, finance and budgetary control. • Maintains all financial records and monitoring systems of the office and assists with monitoring of various accounts; supervises and/or maintains imprest accounts; ensures that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; and reports variations from budgets. • Supervises the administrative team. • Assisting with organizing and/or retrieving, entering, selecting and analysing data from a wide variety of sources, including FAO’s corporate systems. • Prepares financial and administrative correspondence for the office, including the processing of payments in accordance established rules; maintains a filing system; and ensures that an appropriate paper trail with key documentation is archived. • Assists with the preparation of recurring reports on programme, project and office accounts; provides support in the preparation of reports for budget planning, audits and other related requests; and liaises with local banks and financial institutions. • Ensures that all procurement and custom clearances for programmes, projects and the office are properly requested and obtained. • Ensures the compliance with the Organization’s security guidelines (Minimum Operational Security Standards – MOSS).

Specific Functions

• Coordinates the selection process for NSHR and supports with the selection process for General Service and National Professional Officers for the country office. • Coordinates the extension, re-hire, terminations and funding changes for all NSHRs, National Professional Officers and General Service staff to ensure all actions are completed in a timely and accurate manner. • Provides guidance, to Managers and all FAO Afghanistan personnel on FAO human resource rules and regulations. • Oversees the management of all HR records for the country office and supports with the analysis of HR statistics for management planning and decision-making purposes. • Ensures compliance with performance management requirements and all mandatory e-Learning courses. • Provides oversight on all leave and tele-working requests and records.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• National of Afghanistan. • Advanced (Master) university degree in Human Resource Management, Business Administration, Public Administration or a closely related field or a University (Bachelor) degree in Human Resource Management, Business Administration, Public Administration or a closely related field and a minimum of three years of additional relevant experience. • One year of relevant experience in human resource management for a large international organization. • Working knowledge (proficient - level C) of English and of local languages (Pashto and Dari).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions. • Familiarity with the application of human resources policies in the UN system would be considered a strong asset. • Demonstrated written communications skills to draft different types of outputs tailored to different audiences. • Ability to keep sensitive and personal information as confidential. • Capacity to take initiative, and suggest modifications in the process. • Ability to identify and resolve problems expeditiously and pragmatically; tact, initiative and sound judgment; ability to establish and maintain good working relations with other staff/colleagues from different cultural background. • Strong professional command of Microsoft Office, in particular Word and Excel.
