How can you make a difference?

UNICEF needs to hire national IT consultant to conduct review, addition of new contents and improvise the transaction modality of the existing Teacher Resource Package. The current format of the teacher resource package includes power point, scripts, and audio for each topic/subject. As a result, a learner has to watch the power point presentation while reading the scripts and listening to the audio. The best solution is to combine the audio and visual content into one interactive lesson. In order to upgrade the Teacher Resource Package one national consultant with expertise in IT needs to be hired. The IT expert with programming skills will work to make the content available both online and offline, as well as support in developing relevant video, a readily available interface, assessments tools/interface for learners, certificate printing, and course evaluation. The national IT consultant will work to upgrade the available teacher resource pack. The current teacher resource pack will be revised to include following;

  1. Inclusion of the guidance on the use of the long-term open learning materials (30-weeks self-learning materials for step 1 to 4 for three subjects (Myanmar, Maths, and Science)
  2. Development and inclusion of assessment tools to evaluate the knowledge and capacity of the community volunteer teachers who will be completing the training package. The self-study materials should have quizzes and interactive games to sustain interest, and to help facilitators engagement and understanding of content. Review quizzes should also be well spaced throughout to ensure key points have been understood, and provide opportunities for additional support to those who may be falling behind
  3. To combine the power point and audio scripts, making the lessons more interactive. The materials should be visually attractive.
  4. The final materials will be required in both English and Myanmar language.

All deliverables will require feedback from UNICEF, before acceptance. All products are expected to include high-level quality graphics and audio visuals and commitment to ensuring compliance on guidance on inclusivity and accessibility is incorporated

Geographic Area/Duty station : Home-based/ Remote

Duration of the assignment : 70 working days in 3.5 months

Description of Assignment:

Tasks 1:

  • Kick off meeting with UNICEF
  • Collect resource materials of current teacher resource pack
  • Collect opening learning materials, soft copies and audio from UNICEF, as well as related brief orientation materials
  • Present timeline and the proposed strategy for the development of materials, including identifying the key milestones

Deliverables 1:

Inception presentation slides with updated broad timeline, milestones and the proposed strategy for the revision and upgrading the TSP with methodology including stages for reviewing to inform UNICEF planning

Tasks 2:

  • Develop course objective and course description
  • Inclusion of missing contents in the TSP
  • Combining the power point and audio scripts of the old topics and develop one combined cohesive file making the lessons more interactive and of quality
  • Developing similar audio/visual files for the new contents included on the package including Open Learning Materials
  • Organize all the reading material with proper numbering and linkages

Deliverables 2:

  • Sharing a draft document including both the new and old topics converted into a one cohesive file
  • Based on inputs/comments from UNICEF, share a second final draft for review

Tasks 3:

  • Develop questions for assessment for learner
  • Creation of a formative assessment system to allow facilitators to take tests, quizzes, etc. to measure their learning level.
  • Develop the assessment layout and structure including completion of certificate design and course evaluation

Deliverables 3:

Assessment question types, questions, certificate template and course evaluation will be developed. (20 working days)

Tasks 4:

Develop a first prototype that is ready to be tested

Present a first prototype that is ready to be tested

Share timeline for user testing with facilitators and iteration schedule , 5 working days

Tasks 5:

Finalize all the soft copies, audios and create a link that includes all the materials of the upgraded teacher resource package

Create lecture files to be downloaded via Learning Passport (Myanmar) Mobile App to learn offline

Finalize upgraded teacher resource package for orientation

Submit a completion report

Deliverables 5:

Final upgraded TSP uploaded in the online link created and access through Learning passport

To qualify as an advocate for every child you will have…

  • Bachelor’s Degree – IT background
  • At least 3 years of experience in development of content digitization
  • Experience in design of multimedia content, infographics, audio & video, voice-over, storyboarding and interactive elements of eLearning an advantage
  • Experience with content authoring tool like Articulate Storyline and Adobe Captivate an advantage
  • Possess, or demonstrate the ability to provide technology solutions to make digital content accessible for all including people with disability
  • Good technical understanding and familiarity with information management systems
  • Experience of screen reading functionality and/or of implementing web content accessibility guidelines, to ensure adaptation of materials for use with children with disabilities is a distinct advantage
  • Working experience with UN organization especially for the development online and offline teacher training programme
  • Demonstrated experience in developing audio and visual content, preferably in education/e-learning products. This should include a list of references
  • Demonstrated ability and experience in coordination, and able to work as a team is required
  • Fluency in English is a minimum requirement and knowledge of local language

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
