How can you make a difference?

Under supervision of the Social Policy Officer, the selected consultant will develop a short learning module to inform adolescents and youth (ages 10 and above) about the State budget, with easy to understand information, and simplification and contextualization of the budget process. The module should be 2 to 3 hours long, with interactive aspects to encourage active learning and will include, but not limited to, a discussion on the State budget cycle, service delivery, and performance, with emphasis on sectors of particular interest to adolescents (including the education sector), and a focus on both the national and the sub-national levels. The module will be developed as a face to face training, but will also be converted to a short online training, so that it can be made accessible more broadly to adolescents.

WORK ASSIGNMENT:

  • Selection of adolescents and youth, in close collaboration with SSYS, to co-design the State budget module, introductory meeting with them, and planning of co-design meetings.
  • Development of annotated outline for the learning material, first as draft and then as final version based on review/comments from SSYS, UNICEF and other stakeholders (MoF, ANAPMA…)
  • Development of face to face training module for younger adolescents (10-14 age group) and of face to face training module for older adolescents and youth (15 and above), first as draft and then as final version based on review/comments from SSYS, UNICEF and other stakeholders (MoF, ANAPMA…)
  • Development of material for peer-to-peer restitution and consultations, including a facilitator’s guide to guide adolescents to inform their peers about the State budget, and a short (2-4 pages maximum), simple, engaging brief on the State budget, targeted at adolescents, that can be distributed during restitution/consultation meetings. First as draft and then as final versions based on review/comments from SSYS, UNICEF and other stakeholders (MoF, ANAPMA…)
  • Provision of guidance and feedback to an online content developer (to be hired by UNICEF) to convert the face-to-face content into an engaging online learning module for older adolescents and youth (15 and above) (this can be either one longer module or multiple short ones, depending on needs), which should also include comments given by SSYS, UNICEF and other stakeholders (MoF, ANAPMA…)

DELIVERABLES:

  1. List of 5 to 10 adolescents and youth (girls and boys below 20 years old) and planned schedule of meetings
  2. Final annotated outline in Tetun and English
  3. Final module for face-to-face learning on the State budget, including facilitators’ guide and training content, and with content for two distinct age groups (10-14, and 15 and above), in Tetun and English
  4. Final short facilitator’s guide and final short, simple, engaging brief on the State budget for adolescents
  5. Final online learning module on the State budget are developed for 15 and above age group

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in Finance, Economics, Social Sciences, or other related fields
  • Work experience with adolescents and youth groups and previous experience in public finance management is required
  • Previous experience in development of training modules/materials is required (work sample should be submitted if any)
  • Excellent comprehension of adolescent development, participation aspects, leadership, and civic engagement
  • Excellent written and oral skills in Tetum
  • Fluency in English

  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
