Organizational Setting

In response to the rapidly deteriorating food security situation caused by the outbreak of war in Ukraine on 24 February 2022, FAO has developed a Rapid Response Plan (RRP) to provide life and livelihood saving interventions for the most vulnerable small and medium-sized farming households. The RRP has been designed to meet critical, time-sensitive agricultural deadlines for production and harvest, and addresses market functionality and access for vulnerable populations. RRP focused on achieving three (3) strategic outcomes: Outcome 1: Maintenance of critical food production systems; Outcome 2: Support for agri-food supply chains, value chains and markets; and Outcome 3: Ensure accurate and ongoing analysis of evolving food security status and needs. Implementation of the 2022 RRP required USD 115.4 million) to support 981,627 individuals (327,209 households) for activities to be carried out through December 2022, and the evolution of the current crisis in Ukraine will determine the continuity of the RRP into 2023. FAO is utilizing a programmatic approach to implement the RRP whereby individual contributions from resource partners contribute to the overall achievements of the programme.

Reporting Lines

The National Information Management Specialist will operate under the overall supervision of the Head of the FAO Ukraine Country Office; the direct supervision of the Emergency Response Manager; and under the technical guidance of the International M&E Specialist.

Tasks and responsibilities

The National Information Management Specialist will be responsible for the design, coordination and management of data and information generated by the programmes. He/She will support the Monitoring and Evaluation (MEAL) framework for the projects and specifically carry out the following tasks:

• Facilitate mobile data collection, form development and data management; • Support the implementation of remote data collection exercises; • Manage, analyse and document data and information from implementing partners • Maintain databases, provide data entry as required; • Generate statistical reports, graphs and maps illustrating scale/coverage of assistance; • Contribute to production of regular written reports and dashboards; • Support new and ongoing needs assessments; • Support the establishment of a beneficiary management system platform to derive and extract quality data to enable proper insights; • Provide IM support to FAO’s cash distribution programme by supporting the identification and definition of process flows; ensuring the solidity of the data model and the interoperability of the programme with tech stack; supervising the data process coordination of the cash assistance component with other relevant activities such as in-kind distributions; • Support the building of relevant dynamic dashboards and tools that can be utilized to structure data analysis as well as present data for both internal and external audiences; • In cooperation with other internal stakeholders, develop a sound strategy for harnessing secondary data through the use of support systems such as geodata and GIS tools, and support other FAO staff engaged in these activities; • Provide technical support to the international MEAL Specialist in respective programme hubs with a focus on ‘top level’ concerns (e.g. tool feedback, indicator reporting for donors, internal M&E processes, etc.); • Support programme learning and decision-making by engaging with project data, reflecting upon and sharing with project management the information gathered from community members and partners; and • Any other tasks as required.

Minimum Requirements

• Advanced University degree in Economics, Statistics, Rural Development, Social Sciences or related technical field; • A minimum of two (2) years of experience in the field of M&E, MEAL or RBM; • Long-term experience in the development of and visualization of humanitarian response data sets; • Knowledge of humanitarian information management functions and coordination mechanisms; experience monitoring projects and collecting relevant data an asset; • inworking knowledge of English is mandatory. • National of Ukraine

• Outputs produced as per the General Description above. • End of Assignment Report • Set up a database and dashboard for all of activities implemented in 2022. • Provide continued support to the cash team including, but not limited to, beneficiary selection database cleaning and analysis, data management and updating the IDEA team; • Manage EU012 database and support with the planning and analysis of surveys; • Manage and support the RRP team with any data needs including encoding into a mobile tool, analysis, and development of dashboards. • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint, tableaux);
