Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The Voice and Space Initiative is an inclusion platform where the voices of the marginalized and most vulnerable members of the community can be captured and acted on. Women, children, youth, people with disabilities, IDP’s and other vulnerable groups are usually more susceptible to exclusion. This can be because they either do not know they have a right to speak on matters that affect them, cannot find the right tool or process, or are prevented from doing so. VASI is a platform that aims to create an integrated evidence generation and feedback system using integrates community and digital engagement tools and mechanisms. The purpose of this is to make rights-holders aware of their rights and the channels that they can use to report their voices and hold those in power accountable. Further it is the system that ensures right-holders are active participants in the services they are provided are fed back to the service-providers including UNICEF, government partners and Civil society organisations. The objective of this consultancy is to make sure the data generated from different platforms are directed to a unified data centre, also to set regular sharing mechanism for those data .

The scope of work under this TOR is as following:

1- Technical support for the development of the VASI ETA plans on appropriate VASI tools for SBC and programme objectives.

2- End-to-end Information management and technical support for the implementation VASI Framework ETA plans in 3 states

3- Redirection of data generated from all VASI tools to the One database in coordination with PME

4- Generation of data dashboards and interface management

5- Monitoring and Evaluation of VASI tools and development of final report.

To qualify as an advocate for every child you will have…

  • Bachelor degree in Data base administration or Computer Science, Statistics or any other relevant filed organizations and government agencies.
  • 3 years of experience managing Realtime digital engagement tools
  • 2years research, planning, database Management, data management, and M&E experience
  • Demonstrated experience in developing and implementing evidence base community engagements intervention in humanitarian context.
  • Ability to work with tight deadlines, take initiative, be pro-active and work in a multi-cultural environment.
  • Developing country work experience and/or familiarity with emergency programs.
  • Fluency in English is required. Knowledge of Arabic is an asset.
  • Good communication and advocacy skills and an ability to work in a multi-cultural environment with the skills of developing good peer relationships.
  • Analytical, monitoring, decision-making and teamwork skills.
  • Computer skills including various office applications

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
