Result of Service RCO Albania, in agreement with the Office of the High Commissioner for Human Rights (OHCHR), will have a strengthed human rights expertise in support of the Resident Coordinator, UN Country Team, Government, National Human Rights Institutions and civil society in the country.

Duties and Responsibilities Under the direct operational supervision of the UN Resident Coordinator (RC), in close collaboration with the OHCHR team in Geneva, and under the overall guidance of OHCHR Chief of the Europe and Central Asia Section, the national Human Rights Consultant will:

(i) Provide technical and expert support to the UN Resident Coordinator and the UN Country Team in all areas of human rights, including through interagency initiatives (e.g. Human Rights Due Diligence Policy, PSEA Task Force, Disability Inclusion, Gender Thematic Results Group, Youth Advisory Group, UN-People’s Advocate Coordination Group), human rights mainstreaming in UN development cooperation programmes and engagement with the Government, regional organizations, civil society and other relevant stakeholders.

(ii) Follow human rights issues in Albania, conduct substantive research and analysis of human rights data, indicators, issues/events, impact assessment, regularly submit information to OHCHR, human rights monitoring to ensure the Resident Coordinator is timely informed and supported in the effective implementation of decisions, including by drafting briefings, summaries, legal analyses, talking points, statements, presentations, etc.

(iii) In close collaboration with OHCHR, support strategic engagement with UN human rights mechanisms (Treaty Bodies, Special Procedures, UPR) and the integration of recommendations into development programming and advocacy, as well as supporting the planning and coordination of thematic and country mandates’ activities on human rights (e.g. country visits).

(iv) In close cooperation with OHCHR, provide advisory and expert support on human rights standards and related policy issues to enhance the national capacity of protection machinery, including its ability to meet international reporting obligations under human rights instruments and mechanisms.

(v) Liaise with and provide capacity support to civil society organizations and NHRIs, especially keeping close dialogue and cooperation with the People’s Advocate.

In particular, provide technical assistance and contribute to coordination of UN agencies input for the: a) Development and consultation of the People’s Advocate 5-year Strategy and Action Plan; b) Development and submission of People’s Advocate alternative report to the CRPD Committee; and c) Organisation of the Annual Conference of the People’s Advocate.

Qualifications/special skills Master’s degree in human rights, public or international law, political science, international relations, or a related field or, exceptionally, Bachelor’s degree in the named areas combined with equivalent experience is required.

Experience: At least 5 years of relevant professional experience at national and/or international level in the field of human rights, development and/or humanitarian experience is required.

Prior experience working with issues related to the international human rights mechanisms and treaties, UN human rights system and European human rights law is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written Albanian and English is required.
