National Gender Specialist (Country Gender Assessment)

Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The National Gender Specialist (Country Gender Assessment) reports directly to the Assistant FAO Representative (Programme) and works in close coordination with the Gender Focal Point of FAO Philippines and Gender Officer of FAO Regional Office for Asia and the Pacific.

Technical Focus

The Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS) is a requirement by the corporate CPF guidelines and mandated by the FAO’s Policy on Gender Equality. The CGA-ARS has the objective of revealing gender disparities in access to critical agriculture and rural resources, knowledge, opportunities and markets. There is evidence that these gender inequalities contribute to low agricultural productivity and food and nutrition insecurity.

The objectives of the CGA-ARS are to:

- inform FAO country level planning and programming in line with national development priorities and FAO’s mandate and strategic framework; - facilitate FAO’s contribution to the UN Country Team CEDAW Report with up-to-date and objective information on the situation of rural women in the country and - facilitate SDG monitoring and reporting

Tasks and responsibilities

The incumbent will carry out the following tasks:

• Support the Country Gender Assessment (CGA) activities and formulation of CGA Report (following the Guide to prepare a Country Gender Assessment of the Agriculture and the Rural Sector/Rural Livelihoods) through research and consultation with key stakeholders based on the following strategies: - Identify priorities and gaps in terms of promotion of gender equality/women’s empowerment in selected areas of FAO mandate (agriculture, fisheries, forestry, natural resources, climate change, among others), as applicable to the country context. At the same time, highlight opportunities for promoting gender equality in agriculture and rural development as well as strengthening rural women’s social and economic empowerment. - Ensure to align with the FAO Policy on Gender Equality 2020 -2030 and the FAO Regional Gender Strategy and Action Plan (2022-2025) for Asia and the Pacific - Make reference to the FAOPH Country Gender Assessment conducted in 2018 and Country Gender Analysis completed in 2022 • Contribute to the conduct of consultation meetings and presentation (validation) of key findings and recommendations to the FAO country office and stakeholders • Prepare a four page-long brief summarizing the main findings and recommendations, by the main agricultural sectors of the country and the priority areas of work of the FAO representation • Carry out other relevant duties within his/her technical competence as requested by FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Sociology, Social Sciences, Economics, Development Economics, Gender Studies, or other related disciplines • At least 9 years of relevant experience in analyzing and integrating the perspective of gender equality in programme formulation in the context of agriculture and rural development and experience in socio-economic and gender analysis • A national of the Philippines or a legal resident on the country • Working knowledge (Level C) of English

• Excellent knowledge of the key gender equality, social equity and women’s empowerment issues in the Philippines in the context of agriculture and rural development, • Extensive knowledge of the UN System, its working and programming mechanisms, familiarity with FAO’s work would be an asset • Demonstrated knowledge of and experience in gender analysis of public policies. • Demonstrated ability to produce written analysis of socio-economic and gender issues.
