Organizational Setting

The Emergency Centre for Transboundary Animal Diseases (ECTAD) of the Food and Agriculture Organization of the United Nations (FAO) is implementing the project “Immediate technical assistance for animal health systems to address emerging and priority zoonotic diseases and health threats in Myanmar” with funding from the United States Government USAID. ECTAD in Myanmar also implements components of regional projects that are led by the ECTAD Regional office in Bangkok (ECTAD RAP).

Reporting Lines

Under the overall supervision and guidance of FAO Representative in Myanmar, direct supervision of the ECTAD in Myanmar Country Team Leader (CTL), in close collaboration with the ECTAD Regional Gender Team in the FAO Regional Office in Bangkok (ECTAD RAP), other international and national consultants, governmental counterparts, implementation partners and the project’s other technical specialists, the incumbent will perform the tasks listed below.

Technical Focus

The USAID-funded project aims to strengthen animal health systems to reduce the risks and impacts of emerging infectious diseases, antimicrobial resistance (AMR), and bio-threats through an inclusive One Health approach. For this project, and for ECTAD’s wider work in its full programme, ECTAD strives for social equity (including gender equity) in planning and delivery.

Tasks and responsibilities

  • Ensure compliance implementation of, and in accordance with the FAO Policy on Gender Equality 2020-2030, framework and action plans by reviewing relevant FAO gender publications and advising on how they interface with the project and ECTAD Myanmar programme, providing recommendations for review where necessary.
  • Perform a ‘gender stocktake’ on the project and wider ECTAD Myanmar programme of projects.
  • In consultation with key stakeholders, both internal and external, develop a gender action plan to ensure better gender mainstreaming in the project and ECTAD Myanmar programme and ensure its alignment with the ECTAD Asia gender mainstreaming priorities and specific gender-related requirements established for the FAO project cycle.
  • Advise and adapt approaches and tools that optimize the genuine gender balance and participation among relevant stakeholders.
  • Make specific data collection recommendations to ensure that project monitoring and evaluation (M&E) data enables assessment of progress with gender in all components, from project planning to participation in events such as workshops and trainings.
  • In close collaboration with the ECTAD Team Leader and ECTAD national team, develop gender-sensitive communication materials, such as brochures, fact sheets and presentations, to promote gender equity in ECTAD’s work.
  • Where possible, collect human stories during project implementation that show how the project directly contributed towards enhanced gender equity and women’s empowerment.
  • Contribute relevant data for project progress reports or new project proposals.
  • Carry out related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Myanmar national
  • He/she/they will be a gender specialist with at least three years of relevant field experience.
  • Graduate of an accredited university or similar institution of higher education in social sciences especially gender studies, development studies or related field.
  • Fluency in spoken and written Myanmar/Burmese
  • Proficiency Level C in English.
  • Experience with standard MS Office software, especially Word and Excel.
  • Team player.

Selection Criteria

  • Familiarity and proficiency in applying gender theories and concepts to practical action in a development context.
  • Experience engaging with diverse stakeholders, from rural communities in need to government.
  • Extent of relevant experience with internationally funded projects.
  • Knowledge and experience in policy analysis would be an asset.
  • Relevant advanced degree.
  • Relevant experience with UN agencies, especially FAO
