Organizational Setting

The main aim of the FAO country offices is to assist governments in developing policies, programmes, and projects in the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner in order to achieve food security and reduce hunger and malnutrition.

The EU-funded programme entitled “Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea” (EU-STREIT PNG) is implemented by the Food and Agriculture Organization of the United Nations (FAO) as the United Nations Joint Programme (UNJP), in collaboration with the Government of Papua New Guinea (PNG) and other partner agencies such as ILO, UNCDF, UNDP and ITU. The programme aims to promote sustainable agriculture and rural development, with a particular emphasis on improving the living conditions of rural communities, with a great emphasis on gender equality and youth inclusion.

“Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea” (GoPNG) /United Nations Joint Programme (UNJP) Partnership funded by the European Union (EU). Implementation is led by FAO in cooperation with UNDP, UNCDF, ILO and ITU. The five-year Programme (2020-2025) will be implemented in the Provinces of East and West Sepik with the overall objective to increase sustainable and inclusive economic development of rural areas. The Programme will focus on the cocoa, vanilla and fishery (coastal, riverine and aquaculture) value chains with the specific objectives to: (i) increase economic returns from these value chains; and (ii) strengthen climate resilient and more efficient value chain enablers.

Reporting Lines

The National Fisheries Value Chain Specialist will work under the overall supervision of the EU-STREIT Programme Coordinator and direct supervision of the International Fisheries and Aquaculture Officer, and in close collaboration with the operations team stationed in Vanimo Office.

This Position is based in Vanimo, WSP of Papua New Guinea.

Technical Focus

The National Fisheries Value Chain Specialist will contribute to all fisheries interventions/components in Vanimo and West Spik Province in Papua New Guinea under EU-STREIT Programme.

Tasks and responsibilities

Planning, coordination, and liaison:

• Support to coordination and liaising closely with UN implementing partners, NFA, provincial fisheries team, relevant government agencies, development organizations, NGOs, and other stakeholders who are involved in coastal fisheries development as instructed by the direct supervisor;

• Contribute to the timely planning and inputs related to the fisheries value chain program components for which FAO is responsible;

• Support to identification of appropriate programme interventions to be implemented for fisheries value chain development as indicated in the programme document;

• Coordinate the development and implementation of the fisheries' value chain improvements, particularly processing, marketing and infrastructure;

• Coordinate the activities and interventions with other programme units under EU-STREIT (SME development, Gender empowerment);

Training and organization of coastal fisher groups:

• Identify and mobilize potential beneficiaries within the fisheries sector and support the establishment and/or strengthening of fish collectors, processors, traders, and marketers where necessary;

• Develop and analyze training needs assessment reports and findings for fisheries value chain development;

• Update/Prepare training materials/modules and detailed training plans for fisheries with a focus on riverine, aquaculture, and Coastal including post-harvest value chain development, and determine inputs required for implementing the fisheries management, marketing, and preservation value chain development interventions in consultation with fish collectors, processors, traders, MSMEs and other stakeholders;

• Conduct and support to facilitate the various training on the riverine, aquaculture, Coastal including fisheries post-harvest management and value chain skills development training, contribute as a resource person and/or facilitator in this field;

• Conduct selection of fish collectors, processors, traders, and MSMEs as per EU-STREIT guidelines;

• Support the regular consultation to the riverine, aquaculture, and Coastal fisher groups including fish collectors, processors, traders, MSMEs on technical, business and marketing issues;

• Conduct regular reviews of training;

Monitoring and evaluation:

• Carry out regular fish collectors, processors, traders, MSMEs visits to provide extension/advisory services;

• Keep a record of fish collectors, processors, traders, and MSMEs information related to each group;

• Conduct periodic assessments of the progress of fish collectors, processors, traders, and MSMEs value chain improvement;

• Provides required information on interventions to EU-STREIT PNG M&E Unit and supports M&E Unit activities on the field.

• Coordinate collection of data on processed fish (product, species, size, volume, season, fish processing method, packaging, labelling) and marketing data;

Fisheries equipment’s procurement and distribution:

• Assess the fisher's needs according to the fisheries value chain report and groups profiling report.

• Support to selection of the potential/legitimate fisher cooperative/groups to distribute the modern fisheries equipment/machineries like solar-powered ice plants, solar-powered freezers, fish feed machines, FAD, motorized boats etc. in the West Sepik’s;

• Support to the arrangement of asset distribution and documentation accordingly.

• Draft relevant technical specifications, concept notes, MOA (Memorandum of Agreement) or cooperation agreements, business plan, etc. as needful;

• Prepare detailed profiles of the selected cooperative/groups; preserve relevant all of the group’s information and documents.

• Update the group selection criteria and get approval from the concerned government offices

Documentation and sharing of learnings and progress of the Fisheries component:

• Draft learning/training materials.

• Support to development of a progress report of the WSP part and support team to compile the progress of the whole fish component monthly/quarterly/ yearly basis.

• Make a substantive contribution to the annual work-plan, quarterly& annual progress reports and project terminal report.

Others tasks and responsibilities:

• Assess the technical soundness of the fish collection and trading, market infrastructure, cold storage, ice-making facilities, fish processing, clean water supply, designed to improve the quality of fishery products in coordination with relevant programme specialists/officers;

• Contribute to the development of Fish Information System (FIS) Market Information System (MIS) for Fisheries VC;

• Prepare regular progress reports relating to the above activities;

• Perform any other tasks and duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Fisheries, aquaculture or a related field;

• At least 5 years of experience in the fisheries sector focusing on value chain development;

• Working Knowledge of English.

Technical/Functional Skills

Fisheries equipment’s/machineries procurement and distribution

• Experience in needs assessment of fisher groups/cooperatives

• Experience on developing the technical specification for equipment procurement;

• Experience in selecting the potential/legitimate fisher cooperatives/groups for asset distribution.

• Ability to draft the MOU/implementation plan/cooperation agreements and business plan for individual ‘recipients groups’

• Understanding required on the Engine boats registration and branding process.

• Experience on Materials/equipment’s distribution, and documentation.

• Knowledge on documents preservation.

Training

• Experience in developing training materials, and manuals and facilitating technical training for fisher groups.

• Ability to find out, assess and renovate (where needed) fisheries training centers

Compilation of fish trade data and support to develop FIS-MIS

• Ability to attend the Meeting with government and private sector entities including ITU, NFA, and provincial fisheries.

• Experience in collecting fish trade data, compiling, and analyzing accordingly

• Ability to think and create new innovative ideas and generate new interventions.

FTT ovens & Fish market improvement

• Experience on expanding new technologies among the fishers groups

• Prefer to have experience with FTT (fish smoking device) operation and expansion.

• Ability to assess the need of fish markets and support team to renovate it as needful

Documentation and sharing of the learnings and progress of the Fisheries component

• Ability to support the asset recipients groups technically and in business development aspects.

• Skills on developing training and learning materials and disseminating to the stakeholders.

Work-plan and Completion reports

• Experience on developing Work plan, Progress reports and project completion report.

Selection Criteria

• Master’s degree in Fisheries, aquaculture or a related field;would be an asset

• Have intermediate to advance computer skills in the use of standard office software, such as MS Office (Word, Excel, and Power Point).

• Familiarity with UN procedures, rules and regulations would be considered an asset;
