Background

A group of two Experts will be composed to tackle the assignment under both projects. Specific tasks for each expert will be distributed upon selection of the experts.

Project 1-“Accountable Institutions and Human Rights Protection in Armenia”

Under the Police Reform component of the EU funded “Accountable Institutions and Human Rights Protection in Armenia” Project, the gender equality principles through increased women’s participation and role in the police will be promoted. To be able to comprehensively assess the status of gender equality in Police and offer recommendations, UNDP offers its signature Gender Equality Seal methodology, which has already been applied within the Prime Minister’s Office (the Civil Service Office), the Ministry of Justice and the Municipality of Yerevan. Reports, assessing gender equality status within these institutions have been drafted, with recommendations addressing the challenges identified.

Given the specific nature of work and context, in which the police operates, the Gender Seal methodology will be applied in combination with the “Guidelines for the Gender-Sensitive Policing with an Emphasis on Recruitment, Selection and Professional Development of Women in Police Services” (SEESAC methodology) to allow for a deeper targeted assessment.

To this end, UNDP currently seeks 2 experts to facilitate the efforts of the RA Police staff in scrutinizing/screening internal rules, regulations and processes through the gender prism by applying the aforementioned Gender Seal/ SEESAC methodology with the ultimate goal of strengthening the gender component integration in the in-house fundamental documents and practices.

Project 2 -“Women in Politics, Public Administration and Civil Society”

Since July 2022 UNDP Gender Equality Programme, together with the OxYGen foundation, has been implementing the “Women in Politics, Public Administration and Civil Society” project which is funded by the UK Government Good Governance Fund (GGF). The purpose of the project is to address the setbacks in the gender equality in politics and governance of Armenia, which will be done in three strategic foci:

  1. Advancement of women’s leadership and political participation in local decision-making via public or civic roles
  2. Strengthening of the gender sensitivity and gender responsiveness of public administration system and gender mainstreaming in public institutions at national and local levels
  3. Strengthening of the role of civil society in setting agenda, contribution to decision-making and monitoring of governance processes on gender equality, women’s rights and women empowerment in Armenia.

Under the Strategic Focus 2, a continuous support to the gender equality status improvement in the Civil Service Office and the Ministry of Justice will be provided through the assistance in the elaboration of the Action Plans to address recommendations of the Gender Seal reports in the mentioned institutions.

Duties and Responsibilities

Project 1- “Accountable Institutions and Human Rights Protection in Armenia”

Objective:

Review of the RA Police (central apparatus; RA Police staff) internal regulations and workflow through the gender prism based on the Gender Seal/ SEESAC methodology, with other national and international instruments for the comprehensive review and analysis.

The experts will work under the overall supervision of the Democratic Governance Portfolio Manager, Human Rights and Rule of Law Programme Manager and direct supervision of the Specialist/Task Lead on Police, Security and Public Administration in collaboration with the Gender Equality Portfolio Manager, WiP 2.0 Project Coordinator, and the project team.

Scope of work:

  • Develop a draft normative legal act to amend government decree “On requirements set for the police officers regarding physical fitness and health status” of N 175-N of January 23, 2003.
  • Map the fundamental international and national legal instruments regulating gender equality and non-discrimination, policies and best practices, including Armenia’s obligations under international instruments;
  • Review and analyze other normative legal acts, internal documents, policies and programmes of the RA Police vs. relevant national and international instruments related to gender equality;
  • Analyze the enforcement of internal policies, programmes and plans on ensuring gender equality, and their effectiveness;
  • Scrutinize the Police’s internal rules, regulations, policies and practices as they relate to the following sections of the Gender Seal Methodology for Public Institutions Assessment Tool:
    • Planning and Management for Gender Equality;
    • Gender Equality Architecture and Capacities;
    • Work Environments to Enable Gender Equality;
    • Partnerships, Participation and Accountability for Gender Equality;
    • Results and Impact of Public Policies
  • Scrutinize SEESAC methodology to identify sections relating to the current assessment, which are not addressed by the Gender Seal questionnaire;
  • Elaborate customized questionnaire for the Planning and Management for Gender Equality; Gender Equality Architecture and Capacities Work Environments sections;
  • Co-draft the assessment report with recommendations for future directions in policies for the effective implementation of gender equality goals in Police;
  • Present key findings of the assessment and the recommendations to the UNDP Armenia, RA Police and other relevant national stakeholders for feedback and validation;
  • Collect and integrate relevant feedback into the final report;
  • Conduct interviews with key informants from RA Police and beyond to fill possible data gaps.

Project 2-“Women in Politics, Public Administration and Civil Society”

Objective:

Review of the Recommendations made in the “Gender Seal Assessment Report for the Civil Service Office” and “Gender Seal Assessment Report for the structural units of Ministry of Justice” and the elaboration of the corresponding parts of the Action Plans. As a supplement, the “Gender Equality at the Workplace: the case of the CSO” and “Gender Equality at the Workplace: the case of the Ministry of Justice” will be consulted.

The experts will work under the overall supervision of the Gender Equality Portfolio Manager, direct supervision of the WiP 2.0 Project Co-ordinator and in collaboration with the project team.

Scope of works:

  • Review in its entirety the “Gender Seal Assessment Report for the CSO”, “Gender Seal Assessment Report for the structural units of MoJ”, “Gender Equality at the Workplace: the case of CSO”, “Gender Equality at the Workplace: the case of MoJ”;
  • Specifically, the experts shall focus on the recommendations of the aforementioned reports, which are related to the following sections of the Assessment tool:
    • Planning and Management for Gender Equality;
    • Gender Equality Architecture and Capacities;
    • Work Environments to Enable Gender Equality;
    • Partnerships, Participation and Accountability for Gender Equality;
    • Results and Impact of Public Policies
  • Co-draft the Action Plans for the MoJ and the CSO for continuous improvement of the gender equality within those institutions, including, actions, timelines, responsible structures;
  • Draft the Action Plan for the CSO and Action Plan for the MoJ;
  • Present the Action Plans to UNDP Armenia, the CSO, the MoJ and other relevant national stakeholders for feedback and validation;
  • Collect and integrate relevant feedback into the final Action Plans.

Required Skills and Experience

Education

  • University Degree in Sociology, Social Sciences, Monitoring and Evaluation, Public Administration, Political Science or Economics, Law or another related field. Training in Gender Studies is highly desirable.

Experience

  • Minimum 5 years of experience in qualitative and quantitative gender related research and analysis;
  • Extensive experience in dealing with gender equality issues;
  • Experience in reviewing legislation and in-house regulations from the gender perspective
  • Relevant experience in conducting desk researches, analyzing qualitative data and preparing sets of recommendations;
  • Experience in drafting analytical and legal reports including legal acts;

Language Skills:

  • Fluency in Armenian and English is required

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
