For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations here and abroad. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles:

In 2018, MdM elaborated a South Caucasus Regional Strategy by extending its action implemented in Georgia to Armenia. MdM’s key focus in the South Caucasus region has been harm reduction programs targeting key and vulnerable populations. After the re-activation of the conflict in Nagorno-Karabakh (2021), MdM implemented a program focused on capacity building of local partners through training of professionals on GBV and MHPSS. In 2022, MdM decided to conduct a program on emergency preparedness specifically for psychosocial interventions in Goris, monitoring very closely the development of the situation to continuously adapt its response.

On the morning of Tuesday September 19, 2023, Azerbaijan launched what it called "anti-terrorist activities" in the breakaway region of Nagorno-Karabakh and demanded the "complete withdrawal" of ethnic Armenian forces as a condition for peace in the disputed territory. On Wednesday September 20, the Azerbaijani authorities confirmed that a ceasefire agreement had been reached and that the first talks on the potential reintegration of the territory were scheduled for Thursday September 21.

From that date, more than 100.000 persons (including women, children, and vulnerable people) fled from Nagorno-Karabakh through Latchin corridor to reach the city of Goris where Armenian authorities, UN agencies and NGOs have organized an emergency response.

After a rapid needs assessment, MdM launched an emergency response. The proposed action seeks to improve access to emergency healthcare through the creation of an effective referral mechanism, provision of MHPSS care and capacity building of frontline responders.

Health and MHPSS activities will be carried out in 5 Support Centers and via mobile activities by nurses, social workers and psychologists.

Job description

The field coordinator will be specifically in charge of the following activities:

Base management

  • Oversee and coordinate the general functioning of the base, and all departments / services
  • Ensure adequate information flow within the different teams of the 2 sites
  • Create/maintain a “team spirit” within the different departments and amongst the staff

Program coordination

  • In collaboration with the regional coordinator and medical coordinator, develop / strengthen the strategy of MdM in Armenia
  • Ensure the implementation of the program and its follow-up in its different aspects: logistical, administrative and medical
  • Continuously assess the needs & adjust the programs to the needs
  • Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff

    Logistics/Finance/Administration

  • Ensure familiarity with donor compliance issues, ensuring all projects implementation

  • Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place
  • Be responsible for accurate budget control and overall responsibility for financial management at the project site
  • Ensure that financial needs are well planned according to activities workplan

    Human Resources Management

  • Be responsible for the well-being of all team members; conduct regular team building activities

  • Be responsible for national staff selection, recruitment, and disciplinary and grievance procedures
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
  • Support team members professionally and monitor/support stress management
  • Carry out appraisals as per MdM standard requirements and procedures
  • Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed.
  • Be responsible for capacity building and training of the national staff

Representation and reporting

  • Represent MdM to donors, authorities, NGOs and other parties
  • Participate to the monthly mission’s situation report
  • Participate to proposals & reports to donors

Safety and security management

  • Ensure team security and safety
  • Proactively monitor the political and security situation and update the country security and access
  • Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed
  • Ensure timely and accurate security / incident reports are sent to the regional coordinator

Benefits

  • Gross monthly salary: 3,570 euros
  • Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required

Requirements

  • Higher education in project management or general field of study (five years post-secondary education).
  • Minimum three-year experience in a similar position with an international NGO working in emergency contexts, preferably within the health sector, or previous field experience with MdM in different contexts.
  • Experience of security management at the field site level.
  • Analyze the issues and challenges in the region.
  • Discuss, present arguments, negotiate and convince authorities and partners.
  • Analyze the context and the consequences of an intervention, assess the risks and constraints, and identify priorities.
  • Analyze the external risks and threats to the security of teams, report on this.
  • Manage and follow a budget.
  • Good Microsoft Office skills (Excel, Word etc.)
  • Languages : English is mandatory (oral and written), knowledge of Armenian and or Russian is a strong asset
