Background

The world faces unprecedented planetary and social crises driven by human actions. The COVID-19 crisis has raised acute questions about why progress continues to be slow in many places, for many people, for so long. Development and other thought leaders, including many in feminist movements, have called for rethinking and rebalancing political, economic, social, and environmental systems to make them inclusive and sustainable.

The pandemic has endangered all dimensions of our well-being and amplified a sense of fear around the world, and there is an alarming escalation of violence, including an increase of violence against women. The UNDP has developed the Global Strategy for Gender Equality, and has requested country offices, including the UNDP office in Guinea Bissau to start the elaboration process of its Gender Equality Strategy. This strategy will respond to reflections around two fundamental concerns. First, why has progress towards gender equality been so slow and scattered, and even reversed? Second, what can UNDP do better in response? UNDP stands ready to put itself at the forefront of this call for a new direction, including through the gender equality strategy 2022-2025.

UNDP Guinea-Bissau intends to carry out consultations at the national level to gather information in a participatory way, which will constitute the basis for the elaboration of its strategy for gender equality for the next years, 2022 - 2025.

This strategy will describe the future direction of UNDP's work on gender equality and women's empowerment. The challenge for the next three years will include, among others, to support government (state and private institutions) and civil society organizations to change the systems and power structures that generate gender inequalities and women's empowerment. UNDP's commitment to gender equality is integral to all efforts to expand people's choices, realize a just and sustainable world, and achieve the vision of the 2030 Agenda for Sustainable Development. UNDP will work through its six "signature solutions," on poverty and inequality, governance, resilience, environment, energy, and gender equality, aiming at drawing Guinea-Bissau's priorities in the following areas:

  • Gender equality and women’s empowerment.
  • Promotion, protection, and defense of women’s human rights in general.
  • Develop strategy and policies that include a variety of actions (programs and services) in favor of women and girls, who are part of the most vulnerable people, to discuss education, health, social cohesion, culture, political affairs, women peace, and security.
  • Planning and promotion of gender equality and gender parity law.

In this context, UNDP intends to carry out this process in a consultative way, for better dynamic and participation. To start the process of consultation with partners, state institutions, civil society organizations, traditional and religious leaders, among other key actors, there is a need for an assessment and mapping gender equality in the country. In addition, there is a need to identify what the situation is, what role partners expect UNDP to play and what efforts are needed to improve the engagement and participation, as fundamental in the programs of the government, civil society organizations, and the United Nations. To accelerate and significantly increase results, UNDP will help to put gender equality at the center of political, economic, and environmental dialogues and decisions. There is a willingness and readiness to play this role, including in opening conversations around power imbalances and the distribution of resources, and at the same time recognizing that mechanical and compliance approaches will not be sufficient to address the scope of gender discrimination.

To ensure that the dynamics of the consultations and elaboration of the gender equality strategy have been best handled based on participatory techniques and methodology, UNDP will hire a consultant, who will work in collaboration with the Office Gender Specialist and the Gender Committee, and in close collaboration with the partners, to prepare the proposal for the UNDP Gender Equality Strategy.?

Duties and Responsibilities

Objective of the assignment

The purpose of this consultancy is to develop the UNDP CO Gender Equality Strategy and Action, through consultations with partners and the United Nations agencies.

For UNDP, this gender equality strategy sees the present moment as a historic opportunity to open new doors. UNDP recognizes that more is achieved by bringing people in rather than leaving them out: opportunities for new social contracts are emerging. Strengthening state capacities to deliver quality services and greater civic space for women to mobilize and lead are part of the equation, involving new alliances with male allies. The strategy will respond to several key lessons: (i) shifting power dynamics, (ii) the complexities of gender inequalities, (iii) partnering with grassroots and women’s organizations, taking in account, leaving no one behind and building resilience.

Duties and Responsibilities

Under the overall supervision of the UNDP’s Deputy Resident Representative/Programme and the technical supervision of the gender specialist, the national consultant will work on:

  • Carry out consultations with partners for definition of goals and priorities.
  • Hold working meetings and workshops in Bissau and at the regional level.
  • Listen to the institution’s leaders and representatives of public entities and civil society organizations, UN agencies and UNDP and gather contributions and suggestions for the Gender Equality Strategy.
  • Analyze the consultations report, screening the remarks and identifying what the lessons learned are.
  • Finalize the Gender Equality Strategy document and submit it for consideration and approval of the Gender Committee and UNDP Senior Management.
  • Submit the final report to the UNDP Resident Representative.

And manages the following questions:

  • What are the critical trends and events that will define and impact gender equality and the achievement of women’s rights over the next few years in Guinea-Bissau?
  • What entry points are partners prioritizing? Where do partners anticipate challenges and opportunities?
  • What should be the role of organizations like UNDP in the future?
  • How can UNDP best serve you to achieve your goals on gender equality and women's empowerment? What should UNDP prioritize?
  • What priorities should UNDP focus its efforts on during the next years? What are we good at? What do we need to improve?
  • What new ways of working and engagement between UNDP and women’s organizations can help to move the gender equality agenda and women’s empowerment in your country?
  • Which internal changes do partners think UNDP should go through to improve on gender equality and women empowerment?
  • Where do UNCT thinks we need to work together and join forces? How does the UNCT think we can better work together?

Deliverables

  • Reports of meetings held and reports of consultations carried out, two weeks;
  • Draft Gender Equality Strategy presented to the Gender Committee for consideration, one week;
  • Final Gender Equality Strategy delivered in Word and PDF digital formats, Considering the structure: Executive summary Introduction; Country Context, Objectives, Priorities areas, Gender Equality and Women’s Empowerment, Resilience and Environment, Women peace and security and actions in 3 weeks.

Duration of the assignment

The assignment will utilize 22 working days, and will be carried out in a period of two months maximum from the starting day.

Required Skills and Experience

Education:

Degree in social science, law, political science, anthropology…

Experience:

  • Have professional experience at least 5 years in knowledge of public policies;
  • Have knowledge on the current legislation in Guinea-Bissau;
  • Have experience in the elaboration of Strategic Plans in the Area of Gender, Human Rights/Community Involvement, definition of strategic Objectives, indicators and goals and in-depth knowledge of Gender, Human Rights and Public Policies in the region, in the world, and in Guinea-Bissau, as well as work experience in developing countries.

Language:

  • Have deep command of the written and spoken language (Portuguese) and good knowledge of Creole
  • Desirable good knowledge in English or French.

The required qualifications must be proven by references from institutions to whom services were provided and supporting documentation, certificates, declarations, and diplomas issued by reputable entities, public or private, national or foreign.

GUIDELINES FOR APPLICATION:

Required documents:

  • A brief methodology on how you will approach and conduct the tasks, describing the tools and workplan proposed for this assignment;
  • A financial proposal;
  • A personal CV including past experiences in similar projects and at least 3 professional references.

Lump sum contracts:

The financial proposal will include the consultant's fee, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Working days and Travel:

For the works the following is required, 3 days for preparation, 2 days for interaction with UNDP, 7 days are for consultations workshops (2 day in the north zone, 2 day in the east zone, 2 day in the south province, 3 day in the islands and 1 day workshop in Bissau, 1day for consultations with the United Nations and 1 day for consultations with the reference persons in Bissau). 7 days for document analysis and the draft Gender Equality Strategy. 1 day for presentation of the consultation report and 1 day for the final document presentation. Between the working days five days are reserved for travel in the northern, eastern, southern provinces and the islands.

Individual consultants will be evaluated based on the following methodologies: Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70 points;
  • Financial Criteria weight – 30 points.

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.

Evaluation criteria:

  • Education background - 10 points;
  • Experience as defined in the TOR - 15 points;
  • Competences as defined in the TOR - 10 points;
  • Understating of the TOR - 15 points;
  • Methodology and overall approach - 30 points;
  • Overall quality of the proposal (comprehensiveness, structure, language, and clarity) - 20 points.
