National EPI Data Manager expert – Canada supported project to improve COVID-19 vaccine demand and scale-up vaccine uptake in Mozambique

BACKGROUND

PURPOSE OF THE POSITION

The incumbent will collaborate with the Emergency Preparedness and Response, and Vaccines Preventable Diseases units in WHO country offices to ensure that no one is left behind in the delivery of COVID19 vaccination. The project aims to improve COVID-19 Vaccine service delivery in Mozambique as one of highest priority country that has benefited from Canadian Grant. The position will focus on data management to strengthen surveillance and response to all vaccine-preventable diseases (VPD) including increasing and maintaining immunization coverage for all EPI vaccines and targets mainly on implementation of booster dose of COVID-19 vaccine in high-risk population.

DESCRIPTION OF DUTIES:

Under the overall guidance of the WHO Representative and the direct supervision of Immunization Officer and in close collaboration with the concerned EPI staff in WCO incumbent will:

  1. Provide Technical support to the EPI team in evaluating and improving the data management system, including other VPD Disease surveillance, Adverse Events Following Immunization, andCOVID-19 vaccination, logistics and vaccine supply, cold chain, human resources, vaccination coverage reporting, and EPI service quality.
  2. Develop and provide capacity building and training to EPI team and Ministry of Health EPI staff at National and Subnational levels focusing on enhancing analytics, visualization and knowledge management and informatics competencies; and cross-cutting teamwork to ensure optimal generation, collection, collation, analysis, reporting and sharing of data and information for favorable health outcomes.
  3. Collaborate / Liaise with EPI team and Ministry of Health EPI staff, regional office, collaborative forums, and communities to improve data available for digital health interventions; identify resource and partnership gaps for further enhancing Health Information Systems pertaining to Routine Immunization and VPD Surveillance.
  4. Provide technical assistance EPI team and Ministry of Health EPI staff to establish and strengthen quality assurance mechanism and data validation of databases to maintain high-quality data and provide data analysis on key performance indicators; Design methods to streamline data collection, management, and sharing.
  5. Provide technical guidance on appropriate design, deployment and institutionalization of health informatics and digital health interventions in line with National eHealth Strategy, Action Plans, and Guidance.
  6. Provide technical guidance to develop Geographical Information Management System for Routine Immunization microplanning, VPDs and AEFI Surveillance.
  7. Ensure the use of GIS technology and its dissemination and training at subnational level.
  8. Provide support to improve sustainable capacity in health information systems, including to facilitate efficient data collection, analysis, dissemination, evidence-informed policymaking, and the delivery of impacts at the national and subnational level.
  9. Support technical team in preparation of donor report (JRF) and Bulletins.
  10. Perform any other task assigned by Supervisor.

Required Qualifications:

Education:

Essential:

Bachelor’s degree in public health, science, or related field Post graduate degree in statistics or public health or relevant fields

Desirable: Certified training in public health, epidemiology, or disease control

Experience:

Essential:

  • At least five years of experience in public health and EPI and COVID-19 data management or statistics.

Desirable:

  • Two years of experience in EPI and VPD data management
  • Experience in managing or implementing immunization and surveillance and COVID-19 vaccination information and working with large data.
  • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc) and data visualization and creating dashboards.
  • Working experience in the United Nation system or international organizations will be an added value.

Functional knowledge and Skills:

  • Excellent knowledge in data management and analysis
  • Analytical skills to identify critical issues
  • Knowledge in routine EPI, COVID-19 vaccination and accelerated VPD control, and epidemiology.
  • Good knowledge of databases and GIS programmes (e.g. ArcView) and other Skills (e.g., IT): Proficiency in Microsoft Office suite, and working knowledge of Immunization Data Management Platforms, including Enterprise Resource Planning (ERP) applications.

Computer Literacy:

Application Knowledge: Sound knowledge on SQL, MySQL, Cloud Server (Amazon, Google, etc.), HTML, CSS, Bootstrap, JavaScript, jQuery, etc.

Software Skill: Strong command on ArcGIS, QGIS, Google Earth Engine, R-Studio, Power Bi, Tableau, MAP visualization through Dashboard including and knowledge about DHIS2, KOBO, and ODK tool.

Languages

Essential: Expert knowledge of Portuguese and intermediate in English.
