From the Syrian crisis’ impact, which doubled the number of children enrolled in Basic Education and overstrained the system; to the current economic collapse of the country, that is affecting every sector and household. The COVID-19 pandemic has also caused significant school and learning disruption across the country, exacerbating existing vulnerabilities and causing learning loss. On top of this multi-layered crisis, the Beirut Post explosions of August 2020 caused major damaged to the education sector, both infrastructural and social-emotional. In light of all these challenges, Lebanon needs significant support to counter the impact of these many challenges. The UNESCO Lebanon Education Programme aims to support Lebanon in mitigating the impact of these multiple crises and to provide the Ministry of Education and Higher Education with the needed technical support in multiple areas of work, in the aim of improving the provision and quality of education across sectors. More specifically, UNESCO’s Li Beirut Initiative aims to enhance education at the heart of the recovery process following the Beirut Port blasts. Moreover, UNESCO Beirut will provide upstream support to the Ministry of Education and Higher Education to implement, monitor and report on the progress of the Five Year Plan, while also advancing on the Education 2030 Agenda, to meet Lebanon’s commitment to SDG4. In fact, UNESCO Beirut, with support from IIEP, has provided technical assistance to MEHE to develop its Five Year General Education Plan 2021-2025 that is anchored under the overall umbrella of SDG4. In the coming 2 years, UNESCO will play the role of MEHE’s technical partner in implementing this national plan. In this context, UNESCO is recruiting a National Education Programme Coordinator to lead the implementation of several projects and to support related LiBeirut Initiative. Long Description ---------------- Under the overall authority of the Director of the UNESCO Regional Bureau for Education in the Arab States and the direct supervision of the National Professional Officer, the National Education Programme Coordinator shall be responsible for contributing to UNESCO’s lead coordinating role of Lebanon Five Year General Education Plan and supporting the implementation of LiBeirut Initiative. S/he will be expected to perform the following essential duties: Long Description ---------------- - Coordinate the development, implementation, monitoring and reporting of the assigned projects in close collaboration with MEHE and implementing partners; - Provide technical assistance to MEHE for the implementation of UNESCO projects and relevant initiatives; - Support coordination and liaison with MEHE for the implementation of the assigned projects through appropriate coordination and partnership mechanisms; - Assume focal responsibilities, including the Sector Core Group in Lebanon, non-formal education-working group, the Education Response Plan, 3RF Committees, in addition to other task teams and working groups as necessary; - Undertake reporting of UNESCO’s activities in the UN reporting frameworks and platforms (such as activity reporting in Activity Info, Aid Tracking, etc); Long Description ---------------- - Coordinate activities to organize successful events. This will entail risk assessment/management, vendor engagement, coordinating with internal and external stakeholders, contributing to visibility and communication, and project scoping, planning and implementation; - Develop and maintain contacts and collaboration with education partners and stakeholders in Lebanon, including UN agencies and governmental organizations; - Support the development and implementation of a communication and knowledge management plan in line with UNESCO and donor requirements and guidelines; - Participate in relevant initiatives and related meetings which help enhance UNESCO's responsiveness to Lebanon and its commitment to achieving the SDG4 Goal; - Contribute to resource mobilization by playing an active role in project proposal and concept note development, submissions, and follow-up.
