Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. With 195 members - 194 countries and the European Union, FAO works in over 130 countries worldwide and has started working in Viet Nam since 1978 with its Representation (Country Office) opened in Ha Noi.

At the country level, the Country Programming Framework (CPF) for Viet Nam has been serving as the basis for FAO’s works in Viet Nam for the period of 2022-2026. Climate Change Response, Disaster Resilience and Environmental Sustainability is one of the four FAO strategic priorities under the CPF. The Country Office (CO), with technical support from RAP GEF team, has successfully mobilized significant resources from the Global Environment Facility (GEF) to address the issues related to transboundary water, climate change, environment, biodiversity and ecosystem restoration in Viet Nam. FAO Vietnam, in partner with the Department of Water Resource Management (DWRM), is formulating the GEF-8 project “Enhancing water security, biodiversity and resilience of livelihoods through integrated water resources management and ecosystem restoration in Viet Nam’s Red River basin”, of which the Concept Note has been endorsed by the GEF Secretariat.

Reporting Lines

The incumbent reports to the Lead Technical Officer of the project and the Assistant FAO Representative (Programme) in Viet Nam, and is put under the daily supervision of the CC-DRR Programme Officer.

Technical Focus

The National Coordinator will support the implementation and monitoring of project activities, as well as coordination with other consortium members.

Tasks and responsibilities

Under the overall administrative supervision of the SAP Regional Coordinator, the Technical Supervision of the Lead Technical Officers (LTOs) from SAP and RAP, and in collaboration with FAO GEF specialists and the entire PPG team, the National PPG Coordinator will be responsible for generating and collating information to inform the technical content, structure and implementation approach of the project. Specifically, the National PPG Coordinator will be responsible for:

• Support (e.g. drafting sections, research, consultations) to the Lead GEF Project Design Specialist in formulation of the project document (including project budget); • Coordination and technical oversight of thematic PPG consultants, ensuring the timely completion and quality of their reports; • Coordination of processes to generate baseline and target values for biophysical, socio-economic, and institutional indicators, with particular focus on agriculture, tourism, and fisheries sectors; • Formulation of recommendations of how the project will generate global environmental benefits (GEBs); • Support PPG team leader in writing section on natural capital accounting ; • Collating information from implementing agencies on the current baseline policies related to climate change adaptation, ecosystem-based adaptation solutions, and sustainable livelihoods in Viet Nam; • Developing protocols on how the identified agencies and baselines can be leveraged and enhanced by the project interventions; • Map the current institutional arrangements and the community architecture in the target landscapes; • Suggest the optimal implementing structure at the state and community level for project implementation; • Participation in field visits and workshops as required throughout the PPG process; • Advisory support to processes of drafting of project documentation and responses to reviews; • Undertaking other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in a field related to natural/ water resources, environment, rural development and or institutional building and capacity development; • At least 5 years of relevant experience in a field related to natural/ water resources, environment, rural development and or institutional building and capacity development; • Working knowledge of English; • National of Viet Nam

Technical/Functional Skills

• Working experience in water resources management and rural development fields in Viet Nam; • Extensive experience in the management of complex projects at national/regional levels; • Experience in developing strategic documents, including work-plans and action plans; • Strong writing skills, including experience preparing project documents, terms of reference (ToRs), sectoral briefs, and presentations; • Good command of computer skills (MS Word, Excel, Power point, Internet); • Knowledge of, and familiarity with, institutional, policy, regulatory and incentive frameworks of relevance to climate adaptation in Viet Nam; • Ability to interact tactfully and effectively with multiple institutional actors in diverse sectors and at diverse levels, to communicate messages and to promote dialogue; • Experience with and understanding of principles and approaches for the integration of environmental and social considerations in smallholder-dominated landscapes; • Proven capacity to conduct fieldwork and ability to work in teams and establish working relationships central and local government institutions and civil society organizations; • Understanding of FAO policies and programmes is considered a strong asset.
