During the past decade, Viet Nam attained low middle-income country status as a result of impressive economic growth. However, progress in social development, including education and health, has been less rapid contributing to slower growth in human development, indicating remaining governance system challenges to keep pace with economic development. UNDP Viet Nam’s governance work focuses on four main pillars: human rights, rule of law and access to justice; innovative, agile and responsive governance; diversity and inclusion; and peace and security. YEP-AP (Youth Empowerment Portfolio in Asia and the Pacific) in Viet Nam plans to deliver selected outputs and activities based on the regional programme document, especially the Movers Programme (https://www.youthcolab.org/movers), a grassroots movement that aims to equip youth with the tools to take action in their community by raising awareness about the SDGs, 21st century skills and entrepreneurship. With UNDP’s strong network of partners dedicated to youth empowerment and a mission to leave no one behind, it aims to reach the most vulnerable groups and to empower them by using a training-of-trainer approach. Since 2020, the Movers Programme in Viet Nam has reached over 17,500 workshop participants and 465 volunteer sign-ups nationwide, 61% of which are female. Through its curriculum, the Movers Programme empowers young Vietnamese with 21st century skills and a working knowledge the SDGs and its cross-cutting themes. This is an ongoing effort to expand the YEP-AP community across the region.

Under the direct supervision of Youth Engagement and Governance Coordinator (UNDP Viet Nam), the UN University Volunteer will undertake the following tasks:

A) Assist in coordinating Movers Programme in Viet Nam • Support in developing and implementing the strategy and work plan of the Movers Programme in Viet Nam; • Support in developing the partnerships strategy and mobilizing partners to co-convene Movers Programme activities, mentorship and module design; • Support in organizing workshops, training sessions, and events aimed at promoting youth entrepreneurship, innovation, 21st century, climate action and digital skills; • Support in coordination with youth organizations and youth volunteers to create a robust network and community across Viet Nam; • Manage, coordinate and track Movers Programme activities, volunteers and partners in Viet Nam; • Consolidate all the data of workshop and partners tracker of Movers Viet Nam; • Support the communications and advocacy campaigns to encourage more young people to participate, exhibit accountability to stakeholders, and attract potential partners for resource mobilization; • Contribute to the preparation of reports, presentations, and documentation related to project activities;

B) Assist in developing and implementing programme around meaningful youth engagement and inclusive governance: • Engage with other country office projects and teams (i.e. Climate Change and Environment, Accelerator Labs, Inclusive Growth) to support design, implement and synergize youth initiatives under Viet Nam Youth Portfolio; • Support in consolidating various approaches, designing and implementing Leave No One Behind (LNOB) and Diversity, Equity and Inclusion (DEI) principles in youth programmes. • Support the Governance and Participation Team Unit’s youth projects, such as Youth and Responsible Consumption, Youth Digital Citizen Challenge, Youth Leaders Incubator Programme, Room XX, Youth Empowerment in Climate Governance, YECAP; • Work closely with the Youth Co:Lab team to enhance the #Movers4Entrepreneurs track and synergize work plans and activities

C) Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Demonstrated interest and/or experience (up to 2 years) in youth empowerment and strategies to promote the role of young people as agents of change and advance social, political and economic inclusion of youth Computer skills (i.e. Word, Excel, PowerPoint, social media, and others) and Working knowledge on adobe creative suites Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Expatriates and locals have access to a variety of accommodations depending on their budget and preferences.

Healthcare services in Hanoi are improving, with several international standard hospitals and clinics available. These healthcare facilities offer quality services at costs that are generally lower than those in Western countries. Public transportation in Hanoi includes buses and a recently developed metro system. Additionally, taxis, motorbike taxis, and app-based ride-hailing services such as Grab are widely used for convenient city travel. The city's unique charm is also reflected in its diverse culinary scene, rich cultural heritage, and bustling street markets, making it an intriguing destination for both residents and visitors.
