Under the direct supervision of the Social Policy Specialist (NOC) and supported by Chief Social Policy (P5), the individual contractor will support UNICEF country and field offices in their efforts to provide technical assistance, facilitation, and strategic partnership support to UNICEF national and subnational engagements related to urbanization for children. This post will also regularly liaise with the social policy team, issue-specific programme specialists, and officers (based on demand), as well as networking with external subject experts (e.g. the World Bank, donor organization, and think tanks).

Urbanization is one of the most powerful, transformative forces in the world today. Children, at the center of urbanization, make up more than one-third of the total urban population in Indonesia. Sustained economic growth in the years ahead will depend on the cognitive capacity of the future labor force, which, in turn, depends on the health and wellbeing of today’s children.

UNICEF is committed to working directly with the mayors and urban governments who are the frontline providers of services for children; the influential political leaders who can address unsustainable energy consumption and air pollution – factors that contribute to climate change and damage children’s health – and promote sustainable urbanization, improved public services, social stability, and future economic growth. Every child has something to contribute. The health and well-being of children in cities must be central to urban planning and subnational administration.

This area of work is brought together under the Social Policy team in the UNICEF and Government of Indonesia Country Programme 2021-2025. In close collaboration with central government—especially the Ministry of National Development Planning Agency (BAPPENAS) and Ministry of Home Affairs (MoHA), urban government, university, research partners, and local NGOs, UNICEF Social Policy team implements its ongoing and upcoming programmes with a focus on strategic policies and recommendation on urbanization for children.

Scope of Work:

1. Strategic partnership focusing on achieving the following results:

  • Provide technical guidance on the design, content, and implementation of the urban programme implementation at the city level, including working with the Ministry of National Development Planning and the Ministry of Home Affairs.
  • Contribute to partners ' research on strategic issues on children and urban and local governance and the development of dissemination strategies of the research on children and urban to better inform decision-makers—government and other relevant audience.
  • Assisting UNICEF Indonesia in providing strategic advice and engagement on the Urban 20 Engagement group and other mechanisms related to urban and local governance of the Indonesian G20 Presidency.
  • Build and maintain partnerships on urbanization for children with city governments, civil society organizations, and academic institutions.

2. Supports programme development in urban, focusing on the following results:

  • Develop an analysis to assess the relevance of UNICEF Indonesia's approaches in urban settings to deliver results for children, including the results achieved so far, and good practices and lessons learned from various sustainable approaches to working in urban settings to inform future directions.
  • Develop advocacy plan and strategy on UNICEF Indonesia work on urban and local governance for the Country Programme 2021-2025

To qualify as an advocate for every child you will have…

- Advanced university degree in International Development, International Relations, Urban Planning, Public Health, Public Policy and/or Administration or other relevant disciplines. - Minimum three years of professional work experience in urban planning, community development facilitation, and or policy formulation supports. - Knowledgeable of the theories, principles, and methods in urbanization for children. - Preferably candidate with familiarity with UNICEF programming and experience working in UNICEF mandates. - Preferably candidate with strong experience in facilitating institutional strengthening, including the strategic plan, coordination, and liaison with various local/city government offices. - Familiar with national and subnational government planning and budgeting. - Good communication, writing, and speaking skills in English and Bahasa Indonesia. - Computer skills, including Internet navigation, teleconferencing, file sharing, and a variety of office applications.
