Title:National Contractor Monitoring, Evaluation and Data System

Duty Station: Banda Aceh

Duration: 1 February 2021 – 30 November 2021 (10 months)

BACKGROUND:

UNICEF Indonesia is seeking a Monitoring, Evaluation and Data System Consultant to be based in UNICEF Field Office of Aceh to support digital intervention program introduction and implementation, as well as monitoring and evaluation of of UNICEF’s integrated intervention for mother and child wellbeing in Aceh Province.

Evidence-informed planning is central for achieving health and development gains in Indonesia and UNICEF has been supporting the government of Indonesia in Data and Analytics through a dedicated multisectoral team within UNICEF.

There is currently a wealth of information being collected in Indonesia, which is well connected digitally and has robust in-country capacity. This includes, for example, several household surveys coordinated by the Statistics Bureau and various ministries, a schools-based education management information system and various health management information systems for routine health service utilization. However, the application of these information platforms for management and planning purposes have not yet been optimized in the country.

In our joint 2016-2020 Country Programme, UNICEF committed to supporting the Government of Indonesia to explore innovative ways to promote progress on key child well-being indicators and to strengthen capacity for monitoring of results and accountability systems. In line with this, UNICEF Indonesia has been supporting the government with the following data systems strengthening activities: improving data visualization on routine information systems, compiling nationally available population and health data into an integrated database, building an interactive dashboard to facilitate local health and development program planning, and using SMS technology (RapidPro) for outreach and real-time monitoring of various health interventions.

OBJECTIVES

Under the supervision of the Child Survival & Development Specialist and guidance from the Data Centre Specialist and Planning Specialist of the UNICEF ICO, the Monitoring, Evaluation and Data System Consultant will primarily support the work on Posyandu Information System Strengthening and other relevant program monitoring in Aceh Province with regular outreach activities with UNICEF’s partners in the government as well as implementing partners.

His/her work will involve facilitating program introduction with varied audiences, training of various users, and overseeing program implementation as well as monitoring and evaluation activities for the Integrated Program to Address Maternal and Child Malnutrition in Aceh. As such, the consultant will be required to be based in Aceh Province and travel to various implementation sites as needed and to maintain regular contact (in person, by phone, and by email), with the relevant government partners and implementing partners.

In addition, the Consultant will provide support to the relevant Programme Specialist of UNICEF Aceh Field Office with the production and dissemination of documentation and other monitoring and evaluation materials related to the project.

KEY REPONSIBILITIES

1. Act as a link between the UNICEF Aceh Field Office and government partners at the Provincial, District and community level in Aceh Province in the area of data system management.

2. Facilitate meetings and workshops with government partners to introduce UNICEF’s data-related innovations and projects.

3. Support project introduction, establishment and roll out through initial training and mentorship through regular visits to the field.

4. Conceive of data feedback mechanisms with government partners and assist with the interpretation and effective utilization of data to improve service delivery and access.

5. Manage and document training sessions, as well as developing training materials for a variety of audiences, including community Cadres, Puskesmas staff, midwives, and government official, as well as for cascade trainings.

6. Prepare presentation slides and other documentation to facilitate buy-in process and proper program introduction, tailored based on needs of audience.

7. Ensure all data and related project information is submitted on-time and is of high quality both at the community and health facility levels.

8. Facilitate proper handover process to relevant government agencies

9. Contribute in gathering existing data about the IKEA project to an appropriate reporting data base as well as dashboards.

10. Support the design, develop and manage data server/archive of relevant IKEA related sectors knowledge such as assessments, response, evaluations, reports, gaps, analysis, etc.

11. Collect, store, compile, manage, analyze and represent relevant reference datasets and perform data quality and consistency control

12. Perform data analysis to assist the process of program and project planning, management, monitoring, evaluation & reporting

TASKS and DELIVERABLES

Posyandu Information System Strengthening

The consultant is expected to deliver concise monthly progress reports that provide an update on the following tasks:

• Develop monthly summary of data analysis of facility mapping and key performance indicators, as well as progress on the deployment of RapidPro for the integrated SMS for child wellbeing.

• Coordinate implementing partners’ training and program introduction activities in 8 districts in Aceh, and directly conduct training on the technologies and program introduction where needed.

• Develop/revise content of data collection and outreach platforms in response to user feedback.

• Conduct program monitoring visits to implementing sites.

• Conduct regular monitoring of the projects and refine content of the tool as needed based on user feedback.

  • Conduct regular monitoring of the implementation and use of the RapidPro and Dashboard based platform.
  • General team support:

    • Liaise with and assist implementing partners and district facilitators to identify data innovation solutions to resolve challenges at Aceh Province.
    • Liaise and assist collaborative work with relevant government agencies in Aceh Province to support the project.
    • Provide support to team manager on miscellaneous projects related to data analytics.

Program Monitoring and Evaluation

To qualify as a champion for every child you will have…

1. Degree in Public Health, Social Sciences, management, Information Management, or related discipline.

2. At least 3 years of relevant work experience in health system strengthening, health information system, public health and/or project management.

3. Written and Spoken Bahasa Indonesia and English for drafting short reports and other communications for government counterparts and UNICEF international staff.

4. Knowledge of Indonesia’s public health system and health related services.

5. Good data analysis and interpretation skills.

6. Experience in the training and support of health managers, providers and community health workers.

7. Good communication and teamwork skills for liaising with local counterparts and partners.

8. Good mobile technology skills (i.e. using SMS and interactive smart phone applications)

9. Comfort utilizing innovative web-based data visualization platforms for analyzing data.

10. Experience planning data visualization and feedback systems.

11. Technical skills in data management (i.e. using Excel).

12. Good knowledge of English for drafting reports and communication with government counterparts and international staff
