BACKGROUND

Since 2021, UNICEF has supported the Government of Aceh to increase access to safely managed sanitation through orientation and capacity building, both at the provincial and selected district/city levels. Efforts to raise awareness and demand creation are ongoing, in addition to equipping selected local governments with various capacity building and advocacy efforts.

Towards the end of 2022, access to improved sanitation in Aceh Province has increased to 77.48%, including the safely managed sanitation increase from 14.44% to 16.91% (BPS, 2022). However, the lack of institutional capacity and the capacity of sanitation service providers is still an obstacle in realizing adequate safe sanitation services. In addition, survey data from 2,000 septic tanks in Banda Aceh City showed that only one out of 10 septic tanks were declared safe. This shows that stakeholders' knowledge and awareness of the application of SNI standard septic tanks is still low.

Meanwhile, Aceh is still struggling to eliminate open defecation (OD) practice, as the current rate of open defecation practices at 12.75% of the population (BPS, 2021) is still higher than the national average of 5,69%. Aceh ranks 10th among provinces with the highest number of people practicing open defecation in Indonesia. In addition, access to water and sanitation in healthcare facilities and schools is also a challenge. The 2011 Risfaskes (National research on health facility) reported that 38% of community health centers (Puskesmas) surveyed did not have 24-hour availability of water services. In the most recent survey from 2019, this percentage further dropped to 15%.

As part of an area that is between two continents and oceans, and close to the equator, Aceh is a region with a very high vulnerability to climate change impacts. One of the impacts of climate change that often occurs is the high intensity rainfall resulting in hydrometeorological disasters across several areas. The BMKG noted that there have been several incidences of floods and landslides in a number of areas in Aceh since 2021, such as in Aceh Besar, Pidie, Bener Meuriah, East Aceh and Aceh Tamiang. With WASH services bearing most of the the brunt during the floods, it is imperative that urgent efforts are made to climate proof WASH investments and ensure climate resilience is mainstreamed across the WASH sector.

SCOPE OF WORK

Key tasks include, but not limited to:

1. Support field office in providing technical support to the local governments

- Support data collection for sanitation options led by UNICEF Jakarta country office - compile sanitation infrastructure data (IPLTs and DEWATS) in Banda Aceh and Sabang as per agreed template. This might cover detail of the infrastructure, capacity, functionality, staffing, O&M, power consumption, sludge disposal and condition of plan, etc. This will involve desk work and field visits as required, while number of facilities will be consulted with governments.

- Conduct landscape analysis to understand climate hazard and its impact, which include (a) identify climate hazard available; (b) mapping of areas/locations with particular climate hazards; (c) review existing local regulations related with WASH and climate change and identify the gap on improving WASH climate resilience.

- Monitor and provide technical support for the implementation of WASHFIT in 10 Puskesmas located in the Pidie district.

- Assist the implementing partner in organizing advocacy and learning events for WASHFIT implementation at the provincial level.

- Assist the provincial government in selecting districts and schools for the school health program implementation, including menstrual hygiene management (MHM).

- Support the field office in emergency preparedness and response and participate in emergency coordination meetings with the government.

2. Strengthen private sector engagement on SMS and WASH in workplace (WASH4Work)

- Identify role of private sector and its opportunities to support the governments in providing access to safely managed sanitation, including WASH access at workplace. The consultant can use UNICEF’s market assessment on safely managed sanitation report as reference to align with the context of Aceh.

- Review existing local regulation stating on private’s engagement in the sanitation development and analyze the gap needs to be addressed in terms of regulation and its enforcements.

- In collaboration with local IP, continue providing technical support to Baitul Mal Aceh and other financial institutions to help the poor to get access of improved sanitation facilities and safely managed sanitation service.

- Develop technical note to summarize some of the good practices in engaging private sector in WASH.

- Support and document implementation of WASH4Work initiatives in Aceh, including provide required supports on WASH4Work provincial training, facilitate the sensitization process of targeted companies in Aceh to join the pilot implementation of WASH4Work.

3. Identify potential engagement of local universities on WASH development, including on climate resilience in Aceh

- Conduct data inventory and analysis on universities in Aceh dealing with public health to explore potential partnership on WASH development. The inventory will include type of available courses, community development program and research.

- Prepare a technical note summarizing collaboration with local universities on WASH development and how UNICEF can seize in on the University sponsored community initiatives.

4. Support the local government in developing a strategy and actionable plan for accelerating ODF achievement; and in preparing water safely plans (WSP)

- In collaboration with Provincial Government, conducting an online assessment on ODF benchmarking to understand the enabling factors and barriers to achieving ODF.

- In consultation with stakeholders, develop a strategy document and action plan to expedite ODF attainment based on the recommendation from benchmarking assessment.

- Assist the implementing partner in carrying out effective advocacy efforts to speed up the achievement of Open Defecation Free (ODF) status.

- Develop and finalize water safely plans in collaboration with PDAMs in 3 selected districts.

- A Report on Water Quality Monitoring protocols in 3 selected PDAMs.

Key Deliverables:

The consultant will develop several outputs, i.e.,

1. Compilation of the sanitation infrastructure (IPLT and DEWATS) data as per agreed template in Banda Aceh and Sabang.

2. Results of private sectors’ mapping which include:

a. List of potential private sector entities available in Aceh Province

b. Gap analysis on local regulation related with private engagement to support sanitation development in Aceh

3. Landscape data analysis report on climate change in Aceh Province, which include:

a. List of available climate hazard

b. Mapping of areas/locations with particular climate hazards

c. Gap analysis on local regulation related with climate change.

4. Technical note to identify potential engagement of local universities on WASH development.

5. Technical note to summarize collaboration with BMA Aceh to improve access to safely managed sanitation.

6. Report of pilot implementation of WASH4Work in Aceh.

7. ODF Benchmarking Assessment Report and Strategy Document and Action Plan for ODF acceleration in Aceh Province.

8. Monitoring report on WASHFIT implementation in Pidie and school selection report for School Health programme.

9. Water Safety Plan documents in selected districts.

10. Report on Water Quality Monitoring in selected districts.

Consultations and field visits:

- During the course of the assignment, the consultant will engage with a variety of stakeholders in consultation with the WASH Specialist. She/he will conduct desk reviews and interviews of various stakeholders (government ministries, local governments, sanitation service providers, development partners, local NGOs, etc). She/he will develop needed tools for the various assessments as well as the outline of the deliverable in consultation with UNICEF WASH Specialist.

- The consultant will conduct formal and informal consultation and meetings with range of stakeholders, particularly governments (including the Dinas of Public Works and Dinas of Health), water utility, development partners, NGOs, and others.

- Desk reviews will include review of existing guidance documents, policies/regulations, reports, online research related with climate change, available sanitation infrastructure, etc. The consultant will also draw from national/ other cities experiences suitable for the Aceh context.

- Support the conduct of a workshop including drafting the agenda and preparing summary of the discussions.

- This assignment will also include field visits to select locations, the cost of which will be covered by UNICEF.

- The consultant is expected to be in the office at least 2 days in a week, in consultation with the Chief of Field Office.

To qualify as an advocate for every child you will have…

- Bachelor’s degree Education in civil engineering, environmental engineering, public health, social science or related fields relevant to the assignment. Master degree is preferable.

- Have knowledge and at least 5-year experience of the urban/rural water supply and or sanitation programmes (e.g., PPSP, Pamsimas, STBM, IUWASH), at National and/or Sub-national level.

- Understanding of the WASH sector in the Indonesian context as well as the related Government structures for program implementation at sub-national and National level i.e., National Program for Sanitation Development is an advantage.

- Proven ability in conduct data collecting -including primary data collection-, data analysis, research, dialogue and prepare synthesis of complex information in strategic reports.

- Experience in facilitating local governments in conducting assessment on WASH analysis, or development of WASH development planning document, Water Safety Plan, etc.

- Has reasonable experience and knowledge on private engagement in WASH sector.

- Has sufficient knowledge on WASH development in Aceh is preferred.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
