Title: National Contractor: District Institutional F****acilitator

Duty Station: Simeulue, Aceh

Duration: 18 January 2021 – 30 November 2021 (10.5 months)

BACKGROUND:

The government of Indonesia has committed to reducing maternal and child malnutrition. Despite achieving middle-income status, Indonesia has among the highest rates of child malnutrition in the region. Building on a longstanding relationship with the Government of Indonesia, UNICEF has introduced a multi-sector approach to address child malnutrition in selected districts of Aceh Province. To address the key drivers of child malnutrition in Aceh Province, UNICEF has been supporting four districts, namely Aceh Jaya, Sabang, Aceh Singkil and Simeuleu by developing a model that combines various interventions, including community-based essential nutrition, health and hygiene services with parenting support and locally funded social protection programme for children.

In-line with the interventions, UNICEF has also provided direct technical support to those selected district governments in the form of institutional facilitators who are based at each district planning office (Bappeda). Until December 2020, the facilitators have played important roles in advocating for sustainability of the model and bridging communication between UNICEF Banda Aceh FO, a local NGO (as implementing partner) and the district government where they worked. They have also provided technical assistance to support multi-sector coordination, policy formulation, planning and budgeting and programme monitoring. In 2021, they will support continuation of intervention and advocacy work to emphasize sustainability of the model to address maternal and child malnutrition.

In light of the rapidly evolving pandemic situation, the facilitators will also be asked to be involved in the COVID-19 responses. Facilitators will have a specific task to support district-level government response coordination, so he will also be asked to bridge communication between District COVID-19 Task Force and the Office.

TASKS

In general, the consultant’s main task is to provide daily basis technical support to BAPPEDA and related government offices in implementing the program. In detail, consultant is expected to

• To nurture the established multisectoral coordination mechanism and team on basic nutrition, health, hygiene and parenting, including the sustainability of intervention.

• To continue their support and facilitation in the incorporation of integrated intervention into local development plan and budgeting, e.g. Multisectoral Food and Nutrition Action Plan / Rencana Aksi Daerah Pangan dan Gizi (RAD PG, Village Fund, etc), This includes leveraging district budget for the sustainability particularly for 2022 district budget and planning.

• To continue their support in policy advocacy work (local decree or regulation) for successful implementation and the sustainability of an integrated intervention on basic nutrition, health, hygiene and parenting at the district level

• To continue supporting the advocacy of sustainable budget allocation by Aceh government for the locally funded social protection programme for children.

• To continue supporting the implementation of M&E system including district tracking tools, monitoring and evaluation as well as formative work at the district level

• Supporting operation and sustainability of management information system of an integrated intervention at the district level in the field of essential nutrition, health, hygiene and parenting including IT Management Information System for the locally funded social protection programme for children.

• To continue supporting and facilitating the implementation of the PDRA (Pembangunan Desa Ramah Anak) Programme, particularly on the analysis of the use of village funds in PDRA villages.

• To support the functioning of multi-sectoral district coordination team on essential nutrition, social policy, parenting, health, and hygiene

• To support the sustainability and the institutionalisation of Unicef supported interventions into government regular programming. This includes recording results and documentation of best practices.

• To continue providing regular feedback to the provincial team.

• To support the local government and UNICEF to document best practices and sustainability advocacy plan for the maternal and child malnutrition programme.

Special task on COVID-19 Response (every month to the end of the emergency)

• To provide technical support to the district Task Force (Satuan Tugas) on COVID-19, particularly on issues related to maternal and child health, WASH, nutrition, child protection, and social protection.

OUTPUTS

• The coordination mechanism of an integrated model at the district level functioned and their regular meeting is maintained which is shown with minutes of meetings during 2020 period and draft of Bupati decree on multi-stakeholder team for 2021.

• Integrated intervention is incorporated into district government planning and budgeting for 2021 fiscal year

• District government policy such as Bupati/walikota decree to support the implementation of integrated intervention is issued

• Selected district government are allocating budget for the locally funded social protection programme for children.

• District tracking tools prepared and reported in quarterly basis.

• Management information system of an integrated intervention at the district level functioned and maintained.

• Analysis of the amount of village fund allocation for Pembangunan Desa Ramah Anak (PDRA) Programme in 4 model villages and 14 other villages prepared.

• Update and Minutes of Meetings on regular coordination with Bappeda Facilitator prepared.

• Update and Minutes of Meetings on regular coordination meeting with provincial team prepared.

• Documentations of best practices and sustainability advocacy plan on maternal and child malnutrition programme.

Special task on COVID-19 Response (every month until the emergency phase end)

• Regular update and Minutes of Meeting of district task force for COVID-19

To qualify as a champion for every child you will have…

  • Education in health or social science, or a field relevant to development assistance. Master is preferable
  • Technical Knowledge of the theories, principles and methods in the following areas: Institutional Development, Policy Advocacy, Health System Strengthening, Nutrition, WASH, Social Protection, Child Protection, Knowledge Management, monitoring and evaluation
  • 3 to 5 years of experience, previous experience of working in development sector, working on nutrition will be an asset
  • Preferably candidate who has strong experience in facilitating institutional strengthening, including developing a strategic plan, coordination and liaison with various government offices
  • Familiar with sub-national level government planning and budgeting processes
  • Good understanding on Syariah Law and Village Law and its implementation in Aceh
  • Good communication skills in English, including writing and presentation skills and local Bahasa Indonesia.
  • Good writing skills
  • Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications
