Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government in implementing commitments to international normative standards on gender equality and women’s human rights. The UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategic Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, was subsequently finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

One such commitment stems from the UN Security Council Resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, nine additional resolutions on WPS have been adopted. This has created a robust framework for implementing the WPS agenda and has reinforced global commitments, treaties and conventions on women’s rights, including the 1979 Convention on the Elimination of all forms of Discrimination against Women (CEDAW) and the 1995 Beijing Declaration and Platform for Action. Bangladesh played a key role in inspiring UNSCR 1325 and continues to be a champion of the WPS agenda. To deliver these commitments at the national level, Bangladesh launched its National Action Plan on Women, Peace and Security (NAP WPS) in November 2019, to implement the resolutions and monitor the progress of the WPS agenda. The Ministry of Foreign Affairs (MOFA) of Bangladesh led the process of formulating and launching the NAP WPS, undertaken through an inclusive and participatory method, and will coordinate its implementation.

UN Women supported the formulation of Bangladesh’s NAP WPS and continues to provide technical support to MOFA in its implementation process. The plan has been extended till 2025 to ensure its effective localization and implementation. The NAP WPS is the key tool to transform UNSCR 1325 and other women, peace and security commitments into practical action within and beyond the borders. It’s implementation and monitoring should be done at the inter-ministerial level through an effective coordination mechanism. The progress of the NAP WPS has to be analysed on an annual basis by the concerned ministries/ departments and institutions, under the direction of the Inter-Ministerial Coordination Group for NAP WPS led by MOFA, as per the NAP WPS results framework. In addition to governmental actors, multiple stakeholders play important roles in monitoring and evaluation, sharing their invaluable expertise and vision for a more peaceful and equal society.

Against this background, UN Women seeks to hire a national consultant to provide technical support to MOFA for the effective implementation, monitoring and reporting of the NAP WPS Bangladesh in close collaboration with key stakeholders. h.

II. Objective:

To provide technical support for the effective implementation, monitoring and reporting process of the NAP WPS Bangladesh

Duties and Responsibilities

III. Scope of Work:

The consultant will, in close consultation with UN Women’s WPS focal point, provide technical support to MOFA for the implementation and gender-sensitive and result-based monitoring and reporting of NAP WPS:

1) Prepare materials (concept note, agenda, presentation slides and others), and provide facilitation support for any planned orientation workshop and follow-up for Inter-ministerial Coordination Group.

2) Review and finalize the existing templates for with guidance notes, presentations, and worksheets (as appropriate) for all relevant line ministries/departments on how to collect, collate and report data for NAP WPS. For this the consultant will seek feedback from MOFA/the Inter-ministerial Coordination Group, and/or refer to relevant tools developed and used by other countries in localizing the NAP WPS. The revised templates (if any) should include timeline, required data for baseline, guidance to collect and collate data for reporting, and other necessary guidance.

3) Prepare detailed data collection methodology and plan; collect data from all relevant stakeholders of the Inter-Ministerial Coordination Group on the activities of the first year of the NAP WPS implementation by the specific government entity; analyze and synthesize the data to prepare draft annual progress report for NAP WPS as per MOFA requirement.

4) Prepare materials and provide facilitation support for any validation workshop for finalisation of the annual progress report. Incorporate findings and feedback into draft report.

Throughout the assignment the consultant shall:

• Report to UN Women and MOFA (UN Wing) on a regular basis and provide updates on the progress of the assignment

• Consult relevant stakeholders, set and prepare meetings, meeting agendas, facilitate discussions and document the meetings, follow up on and disseminate results and information as needed.

• Prepare written and visual materials to facilitate discussions, workshops and meetings as required.

V. Supervision and Performance Evaluation:

The consultant will undertake the tasks under the supervision and guidance of the Planning, Monitoring and Reporting Analyst (WPS Focal).

VI. Duration and Work Location:

The consultant will be based in Ministry of Foreign Affairs, Bangladesh and home-based for a period of 50 days over a period of three months.

VII. Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UNWOMEN and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

Required Skills and Experience

Minimum Qualification:

Education - Master’s degree in public policy, international development, international law or other social science field with a focus on gender and women’s rights.

Experience and skills - At least 5 years of work experience on supporting the promotion of gender equality and women’s empowerment in Bangladesh; experience related to international normative frameworks to achieve gender equality including UNSCR 1325 (2000) on Women Peace and Security. - Experience in data collection, analysis and producing analytical reports, briefs, presentations, meeting minutes and supporting documents for stakeholder engagement including government and civil society counterparts. - Experience in coordinating and arranging meetings, workshops and events with multi-stakeholder engagement. - Experience working with various government entities including ministries/departments/divisions at different levels.

Language • Fluency in written and spoken English and Bangla required (submission of written sample required).

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment.

The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 49 points out of 70)

The total number of points allocated for the weighted qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
