Background

As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women had established “Gender Hub’ in March 2019 with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is the part of the Gender in Humanitarian Action (GiHA) Group and support humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including GVB, PSEA into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

It offers integrated technical advisory support to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It delivers and manages training, facilitate reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity.

Considering the above-mentioned role of Gender Hub, it has customized and adopted Gender Mainstreaming Manuals for 6 sectors (Education, Food Security & Livelihood, Health, WASH, Site Management, and Shelter) and another one is in process (Nutrition) in line with IASC Gender guidelines and policies. Apart from customizing the manual, Gender Hub also translated 6 Manual and other documents i.e advocacy brief, reports for effective usage of these documents and incorporate it into programme implementation. To ensure the same quality and consistency, the Gender Hub would like to contract the consultant for rest of the manuals (Nutrition and Shelter) who has completed the previous translation of manuals. Gender Hub conducts the training based on this manual and it requires the support as co-facilitator and taking training notes to develop the reports. As the translator is involved with these manual, that person can be very useful to bring nuance in the training.

Duties and Responsibilities

Under the overall guidance of the National Gender and Capacity Development Specialist of UN Women Gender Hub, the consultant is responsible for the following:

  • Translation of the Gender Mainstreaming Manuals of Shelter and Nutrition Sectors; Gender Tip Sheet for sectors, from English to Bangla. and Bangla to English.

Duration of Assignment

For 2 years from the date of signed contract. The service will be purchased during the term of the Agreement. The consultant will be engaged under a retainer contract.

Deliverables

Translation of Gender Mainstreaming Manuals for Shelter Sector, Gander Mainstreaming Manual for Nutrition Sector; and Gender Tip Sheet for sectors

Payment Milestone Linked with deliverables and timeframe:

Payment will be made based on actual per word as per UN Women requirement. The payment will be made after submission of final document and acceptance and certified by the UN Women Gender Hub.

Duty Station: Home Based

Supervision and performance evaluation

Under the overall guidance of the National Gender and Capacity Development Specialist the consultant will deliver the work.

Contract Type:

The service will be purchased during the term of the Agreement under the “Retainer Contract” under SSA policy.

Travel and DSA:

No DSA will be paid at the duty station.

Required Skills and Experience

Education:

  • Masters degree in social sciences (development studies, gender studies, Communications etc) or languages.

Experince:

  • Minimum 5 years of relevant work experience in providing translation services from English to Bangla or Bangla to English in the context of development or humanitarian settings in Bangladesh.
  • Robust understanding of gender issues in development and humanitarian settings, especially in Bangladesh.
  • Experience in working for UN Women, I/NGOs and/or other UN Agencies in Rohingya Response;
  • Knowledge of UN Women and IASC Gender Handbook
  • Excellent command of the following languages: Bangla and English
  • Experience of editing and proof reading is desirable

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation. Technical Criteria for Evaluation (Maximum 49 points out of 70)

Criteria-01; Educational Qualification and diversification - Max Point 10 Criteria-02; Number of years experience in providing translation services in Bangla in the context of development or humanitarian settings in Bangladesh.- Max Point 20 Criteria-03; Understanding of gender issues in development and humanitarian settings in Bangladesh. - Max Point 25

Criteria-04; Experience in working for UN Women, Gender Hub, and/or other UN Agencies in Rohingya Response - Max Point 15

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.

  • All applicants must include (as an attachment) the CV, P11, technical and financial proposals. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
