Background

UN Women, with the support from Global Affairs Canada (GAC) established the pilot project, the “Gender Hub” with dedicated funding towards the objective of building a go-to gender resource within the response to strengthen accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the IASC Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework.?

The Gender Hub supports humanitarian actors to integrate gender equality and women’s empowerment including prevention, mitigation, and response more effectively to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.??

The Gender Hub builds on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection,?GiHA, GBV sub-sector, PSEA) and?considers?analysis and technical guidance emanating from these different?groups and?consolidates them to offer integrated technical advisory support to sectors, humanitarian agencies, government, and local partners. It provides technical support to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions.?

The accountability for mainstreaming gender equality considerations in all internal strategies, work plans, operational guidance, and implementation remains with senior managers of individual agencies, but the Gender Hub provides them hands-on targeted gender mainstreaming support throughout the operational management cycle from planning, implementation to monitoring upon request in coordination with Protection sector, GBV sub-sector and PSEA experts.??

The Gender Hub additionally acts as a training hub and develops and delivers training courses for humanitarian workers and local counterparts engaged in the refugee response on gender awareness and gender sensitivity, gender and diversity, gender and GBV mainstreaming and PSEA that is contextualized to the local reality. The training targets UN humanitarian workers and implementing partner staff and is also offered to government counterparts and local partners.?

The Gender Hub also acts as a focal for knowledge management of assessments and research that contribute to strengthening the knowledge and evidence-base for designing. It synthesizes research findings and documents promising practices that are gender-responsive into digestible forms for stakeholders and hosts knowledge sharing events and roundtables. The Gender Hub also identifies research gaps and supports the development of further research into these areas.?

Duties and Responsibilities

Research and Knowledge Generation

  • Lead in compiling best practice case studies, including information, data and lessons learned that would support evidence-based gender-responsive humanitarian action.
  • Develop synthesis reports and briefs for sharing across the humanitarian community.
  • Analyze monitoring data and develop summaries and advocacy papers based on trends.
  • Lead and support on design and implementation of gender equality and women’s empowerment related research by humanitarian partners
  • Support sectors on gender training, development of Gender and Inclusion Action Plans (GIAPs), implementation of GIAPs and other related research and activities.

Knowledge Sharing and Reporting

  • Design and implement knowledge sharing events to facilitate knowledge exchange in the humanitarian community.
  • Support the co-chairs in relevant coordination activities of the Gender in Humanitarian Action Working Group (GiHA WG) including information sharing, event coordination, and supporting on monthly meetings.
  • Establish and maintain close relationship with Gender in Humanitarian Action Working Group members, Protection Working Group, GBV sub-sector members and other gender specialists and stakeholders and provide timely and accurate information upon request.
  • Maintain a repository of studies and resource material on gender equality and women’s empowerment relevant to the Rohingya refugee response on the existing Humanitarian website.
  • Lead on donor reporting, situation/JRP reporting to ISCG and corporate reporting on Gender Hub progress and results.

Communications

  • Implement the Gender in Humanitarian Action WG and Gender Hub communication workplan.
  • Lead the production of communication and knowledge products for the GIHA WG and the Gender Hub with UN Women.

Duration of Assignment:

8 Months (1 August 2021 to 30 March 2022)

Duty Station: Cox’s Bazar, Bangladesh

Supervision and performance evaluation

The national consultant will be work under the direct supervision of the Gender Hub Manager.

INPUTS:

UN WOMEN will provide office space for the consultant.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UN WOMEN, and upon prior agreement/approval, such travel shall be UN WOMEN expense and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Required Skills and Experience

Required qualification

  • Advanced higher degree, Master's or Equivalent in a relevant area, e.g. gender studies, social sciences, economics, communication etc.; a first-level university degree or equivalent in combination with training and/or professional experience in community liaison may be accepted in lieu of an advanced university degree.
  • At least 5 years of progressively responsible work experience at the at the local or international level.
  • At least 5 years of work experience in communications or related field required, experience in humanitarian related communications preferred.

Additional Capacity:

  • Expertise in designing effective communication products required.
  • Experience in gender mainstreaming and gender transformative work in humanitarian and/or development projects preferred.
  • Experience coordinating and liaising with a range of stakeholders and partners.
  • Expertise in social science research is preferred.
  • Excellent oral and written skills; excellent drafting, synthesizing and reporting skills.
  • Culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members and local authorities.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Ability to perform duties under stress and in insecure, isolated and potentially hostile environments.
  • Sound security awareness.

Language Requirements:

  • Fluency in English and Bengali is required.
  • Working knowledge of another official UN language is an asset.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation. The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
