Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

To address the global challenges of VAWG, the UN Family (through UN Women, UNDP, UNFPA and IOM) are collaborating with KOICA and the Government of Timor-Leste to support efforts to end violence against women and girls. Through the Joint UN Project Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste (2020-2024), the United Nations has a goal for women and girls in Timor-Leste to be empowered to enjoy their right to live free of sexual harassment and other forms of violence in public and private spaces and to access quality essential services, in line with the SDGs. As part of its efforts to prevent violence before it begins, the promotion of gender-equitable norms and healthy and respectful relationships will be an important part of the programme.

About Safe Campus Initiative

In line with UN Women’s global flagship, Safe Cities and Safe Public Spaces Programme, UN Women Timor-Leste has collaborated with UNTL since 2020 to initiate steps in supporting UNTL to develop an organization-owned programme that addresses sexual harassment and other forms of sexual violence against women and girls in campuses. A Memorandum of Understanding (MOU) between UNTL and UN Women for the implementation of the Safe Campus Initiative (SCI) was signed on 4 March 2020 and renewed on 1 June 2021 under the Together for Equality (T4E) project, which was financially supported by the government of Korea through KOICA.

T4E project support to UNTL’s Safe Campus Initiative will contribute to the existing effort to support the implementation of Timor-Leste government’s action on ending violence against women and girls - National Action Plan on Gender-Based Violence led by the Secretary State for Equality and Inclusion (SEII).

Taking part in the Safe Campus Initiative UN Women and UNTL will collaborate in the following three areas:

  1. Support to develop and implement gender-responsive policies, budgeting and capacity development in UNTL.
  2. Promote Safe Campus Initiative in UNTL as a pilot university to set a good example and encourage other universities in Timor-Leste.
  3. Mobilize UNTL students and all other staff advocating for gender equality and zero tolerance of sexual harassment and other forms of GBV on campus.

The Safe Campus Initiative at UNTL commenced in June 2021 with support from UNTL Rectors, the Pro-Rector for Vice-Rector for Gender and Students Affairs, and management staff. As a consequence, the Technical Working Group (TWG), representing faculty staff members and students from 9 faculties, was established, and in its first meeting, the joint work plan for 2021 was approved. Subsequent TWG meetings and endorsements of the 2022 and 2023 joint work plans further solidified the project's direction.

In December 2022, counseling and capacity-building initiatives were initiated to support those affected by Sexual Harassment and Gender-Based Violence. The work plan for 2023 focuses on capacity building to increase knowledge about Sexual Harassment and Gender-based violence, and how to seek psycho-social counseling support. Additionally, it includes institutional capacity development to improve gender responsiveness in resource allocation and reporting mechanisms to address SH cases on campus. Counseling support for those who experienced SH and GBV started in March 2023.

Duties and Responsibilities

  1. Overall objective of the consultancy

Within this context, UN Women Country Office is looking for a Project Coordinator for Safe Campus Initiative for UNTL. The overall objective of the Safe Campus Officer is to support the effective coordination and implementation of the Safe Campus Initiative at the National University of Timor-Leste (UNTL) in collaboration with UN Women. The Safe Campus Officer will play a pivotal role in assisting the T4E Programme Analyst in managing the Technical Working Group (TWG) and facilitating smooth operations of the UNTL Safe Campus Initiative (SCI) Secretariat. Additionally, the Coordinator will actively contribute to awareness-raising and knowledge-sharing activities on sexual harassment, violence, and domestic violence issues within the university and wider public spaces. Furthermore, the Officer will support capacity development efforts, promote institutional gender responsiveness in the allocation of resources and response to sexual harassment and GBV cases on campus, and ensure effective monitoring, documentation, and reporting of project results to external partners, thus fostering a safe and secure campus environment that upholds the principles of gender equality and safety for all students, faculty, and staff.

  1. Duties and Responsibilities

Under the supervision of the UN Women Programme Analyst for T4E and overall guidance of Programme Specialist, EVAWG and WEE the consultant is expected to coordinate the implementation of activities defined in the Joint Safe Campus Initiative work plans and deliver the following results in close consultation of the UN Women:

1.****Support implementation and monitoring of project activities and results.

  • Develop individual work plans based on the Joint Safe Campus Initiative’s Annual Work Plans
  • Monitor progress against the approved work-plan, ensuring timely and good-quality implementation of work plan activities.
  • Maintain records of all target achievements/indicators to monitor progress.
  • Identify areas for support and interventions complementing to enhancing safety in public spaces and campuses for women and girls.
  • Support TWG meetings (prepare for the meeting, organize, draft minutes and follow up on action points after the meeting)
  • Support in the timely preparation and quality control of technical reports, briefs and required project documents.
  • Prepare and submit progress reports.
  • Provides support-related activities under the T4E project as requested.

2.****Facilitation of knowledge building, management, and sharing.

  • Facilitate learning sessions (online and in person) through Safe Campus Initiative.
  • Coordinate Annual Conference (a showcase of Safe Campus Initiative)
  • Facilitate knowledge-sharing of Safe Campus Initiative eg. knowledge products, available services in the university for students/staff experienced sexual harassment and gender-based and good practices
  • Identify key areas for evidence-based advocacy and support developing and scaling up safe public spaces and campus strategies.
  • Contributes to generating knowledge products including developing project profiles and presentations.
  • Support the compilation, analysis, and research of the project information as requested
  • Preparation of briefs on possible areas of cooperation, and identification of opportunities for prospective projects/collaborations related to gender-based violence prevention in campus context.
  • Supports relevant, high-impact advocacy activities and campaigns related to gender-based violence prevention with other universities in Timor-Leste.

3.****Support management of partnership and communications.

  • Implement the partnerships and advocacy activities of the Safe Campus Initiative
  • Create and maintain partnerships with all implementing partners engaged by UN Women to support the institutional capacity development of UNTL.
  • Supporting advocacy of Gender Responsive Budgeting with UNTL in close collaboration with UN Women.
  • Coordinate with partners to ensure timely and efficient implementation of activities
  • Ensure the project communicates regularly on results, notably by producing social media communication packages and other information materials for dissemination within UN Women, and to external stakeholders;

The National Consultant is expected to submit a quarterly report on the following activities:

Quarterly progress reports covering the following activities;

  1. Technical support provided to UNTL on the implementation and monitoring of Safe Campus Initiative’s work plan.
  2. Facilitate the Safe Campus Initiative Quarterly Technical Working Group Meetings and prepare, finalize, and distribute minutes of the meeting within one week after the meeting convened.
  3. Organize a meeting between UN Women, UN Women’s partners with UNTL SCI Focal points/ PRAPA/ Faculty members based on needs. Prepare, finalize, and distribute minutes in Tetum, to members in a timely manner.
  4. Organize learning sessions conducted by UN Women including logistic support, collect, administer, and analyze the change of knowledge before and after learning sessions.
  5. Support UN Women’s partners in organizing learning sessions.
  6. Support UN Women to organize events and activities in relation to Safe Campus Initiative.
  7. Collect and submit quarterly indicator tracking sheets and beneficiary reached through learning sessions, technical supports provided by UN Women and UN Women’s partners and counseling services provided by PRAPA

    The report should be submitted within two weeks at the end of each quarter.

Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women.

  1. Competences and Qualifications

The consultant should fulfil the following requirements:

Education:

Master’s or Bachelor’s degree in Social Work, Communications, Psychology, Gender and Development or other relevant fields.

Experience and skills

  • Master degree with 2 years of relevant experience or Bachelor degree with at least 4 years of relevant experience of work on the promotion of Human Rights or gender equality and women empowerment.
  • Experience in training facilitation and coordination including dialogues with stakeholders incl. university students, meeting, etc. will be advantageous.
  • Knowledge of best practices in social change-oriented activities
  • Experience with Government and NGOs organizations
  • Demonstrated ability to produce documentation in Tetum and English
  • Demonstrated ability to work with organizations to identify, plan and implement advocacy strategies
  • Commitment to transformative change for gender equality
  • Experience with the government institutions in Timor-Leste would be an asset

Language and other skills:

  • Proficiency in oral and written English and Tetum languages
  • Computer literacy and ability to effectively use office technology and equipment, IT tools, Internet and email.
  • Abilities in layout of document and publishing software would be an asset

  • UN Women will provide the consultant reference materials printing facilities, and internet access as needed, will facilitate coordination with key stakeholders, and provide office space.
  • UN Women will provide logistics, and transportation support when traveling to UNTL campuses if required in support of the assignment.

Applications will be evaluated based on the Cumulative analysis.

A three-stage procedure is utilised in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
